Joseph Chamberlain, Secretary of State for the Colou ies, Puted the 13th of May, has been published, in which Mr. Chamberlam observes that the Crew is bound to the natives of India by the same obligations as to its other subjects, and their exclusion from employment on mail steamers would be a gross defiance of those

SUCCESSFUL PLAGUE PREFEN- TION WORK IN FORMOSA,

In view of the recent report to the Hongkong Sanitary Beard it is interesting to read the following in the Kobe Herald :--

The total number of bubonic plague cases in Formosa from the date of the first outbreak this year to the end of last month is 604,- of which 544 cases proved fatal. The figures reveal a decrease of about 30 per cent. com. pared to the corresponding period of last year. ne jemarkable feature this year is that Tai Dan district, which was known as a centre of the epidemic last year, has not had a single case.
