EXTRAORDINARY PRECAUTIONS. AGAINST FAILURE,
The achievement which the cruiser Spartiate has attained on her voyage from Portsmouth to Hongkong has given the greatest sails- faction, but, nevertheless, it is one that might give rise to misunderstanding with respect to the merits of Belleville boilers, were the cir- cumstances not explained. She has Belleville boilers. Helleville engineers, and Belleville stokers The whole reason of her success, indeed, lies in the fact that everybody who has anything to do with the boilers is an expert. For neatly two years Engineer-1.ieutenant Edouard Gandiu and his picked staff have, beou engaged or the engines of the ship. | Every tube and joint has been tested with the greatest care, every sinker has received the fillest instruer on, and nothing has been left andone which would militate against the boilers working perfectly. The result of the trial-voyage, oliveeved a naval correspondent in the Pall Mall Gaselte, is sufficient in- dication that the efforts of Lieutenant Gandin have been successful
If all our engineers knew as much abort the Belleville bailer as Lieutenant Gaudin, and the navy could always depend upon obtaining ex- pert stokers, all ships fitted with the French hailer would probably be as successful, pravid ed also that perfection in their construction. could he obtained. Unfortunately, however, it is not possible to procure these advantages at the present time, while the possibility of placing expert engineers, and especially expert stakers upon every ship in time of war is very remote. In fact, the success of the Bellevilies in this instance, with the accompanying circumstances, tends rather to support the Biler Committee's recommendations with respect to the type of boiler. The only boiler that can be serviceable is one that can be quickly understood and can- not get out of order too easily.
Engineer-Lieutenant Gaudin is not a French- man, as some people may think. He hails from Jersey, and although, like several other officers in the navy, he is of French extraction, he has always been a Pritish subject. He is the man who was responsible for the intro- duction of the Belleville boiler into the British navy. Some years ago he, with sever! other engineers, was commissioned to report upon the boilers used by the Messageries-Maritime line of French steamers, and upon his fav ur ably doing so Bellevilles were adopted. Lieuten- ani Gaudin was the first naval officer to have anything to do with Bellevilles, and nobody in the service knows them better; hence the Spartiate's success. Although in building she was one of our most costly cruisers, she will now be the most economical ship in the navy.

According to Nesthern native papers it is stated that Governor Wong Chib-ch'un of Kwangsi has contracted a loan with the German firm of Messrs. Carlowitz and Co. for Tis. 300,000, one-half to be paid at once in cash and the other half to be given in arms and ammuni, tion, the guarantee for the loan being certain mining privileges in Kiangsi province. Apropos, it is further stated that the French Minister in Peking hearing of the loan and its conditions at once protested to the Waiwupu on the ground that the mining rights of the Twa Kwang and Yunnan provinces had been con ceded to France three years ago by treaty,
