The Morning Post, Daily Telegraph and the Times heartily support a modification of the fiscal policy enunciated by Mr. Cham. berlain at Birmingham; the Daily News and the Chronicle vigorously condemn any change; the Standard is silent on the sub ject and while the German Press betrays grave anxiety, the Canadian Press welcomes the speech as laying the basis of a great Im perial policy and sounding the truc note of Imperial unity.

The Chairman said :—Gentlemen, the re- port and accounts having been in your hands for several days, I propose, with your per- mission, to take them as read. The gross earnings from traffic were $20,723 better than last year, and the net earnings show an in- crease of $14,791.32. From the balance at credit of Profit and Loss Alc. your directors propose to pay ad vidend of 1%, which will absorb $18,00. 1 must be borne in mind that the capital is now $150,000 against $125,000 last year, so that dividend amounts to $3,0 more. Following the policy pursued in previous years it is proposed to write down the value of the boats, goodwill, etc., and $8000 have been ap- propriated for this purpose. The book value of the 5 duuble-enders, of which your fleet now consists, will then be $150,000 at which price it would n't now be possible to replace them. The Board considered that it would | :be д wise policy to open an Insurance Account, crediting same yearly with 5% of the book value of the bonts, and $7,750 have ac- cordingly been set aside for that purpose; I feel sure that this will meet with your approval. We have been fortunate in the past in avoiding losses through typhoons, etc.; but immunity from such risks may not always continue and we should be prepared to make good any losses that might occur without hav- ing recoure to our reserve fund. It is a matter for congratulation that during the year under review our boats have met with no accidents, and we have had to pay no claims. It has been suggested to the directors that they should call up the balance of the Capital, and thereby increase the Reserve Fund, but the amount so realized could not at present be profitably employed in the Company's business. and consequently the dividend of 12% (on $10,00) could net, be maintained. Your directors, after giving the suggestion their careful consideration, decided that it would be wiser to wait until, with the expansion of the Company's business, capital can be profitably employed therein. If the shareholders have any question to ask shall be pleased to answer them to the best of my ability, -*

The loss of the Foomcong was reported in our columns on Saturday. The Shanghai Mercury of the same date says;—

we glean that the Foomsoong was on a voyage from Chefoo to Amoy and about 10 o'clock on the night of the 12th instant she struck a rock on the North side of the Middle Fisherman's Island. The weather was rather misty at the time with slight rain. Captain Janneke made two allempts to float his steamer but without success and at I am. on Wednesday seeing that there was little chance of getting the Foowoong off, the Captain ordered all the boats to be lowered and stood by the wreck till 7 am. when the Fooming which has been settling down for some time sank in about eight fathoms of water. The boats containing the crew then put off to the nearest land. The Fromoeng bad, besides the Captain, two Europeans officers, three engineers and a crew of 53 Chinese all Told. The compradore and part of the crew left the wreck in some fishing boats. The firemen were all Cantonese and we are told that they behaved splendidly and did everything possible to save the steamer. The native steward and the boys also behaved well, while the native. sailors and the compradore and his staff left the ship as quickly as rats are proverbially, known to leave a sinking ship. The survivors reached the Middle Fisherman's Island a few hours later, where they were very kindly treated by the people. On Thursday the survivors left for Steep Island lighthouse where the light keepers -one Dane and one German-did everything they could for the comfort of the shipwrecked crew. The str. Lyeemoon was sighted early yesterday morning and on being signalled to, she stopped and took in the crew which now consisted of Captain Janneke and five European officers and 4 Chinese. Six Chinese have been left behind but it is known that they are safe in some of the neighbouring islands.

KANG YU WEI.
A telegram, dated Calcoua, 5th inst, publi. shed in the Rangoon Times, says:
· The English writes:--News has reached Calcutta of very important events in Peking. The Emperor is putting into positions of trust some of the men whom Yung Lu and his following had either degraded or driven out of the country. The advocate of reform, whom Kang Yu Wei who had special influence over Yung Lu considered his bitterest enemy, was
the Emperor and who had induced the latter to initiate several movements in favour of a more liberal government. When the Dayager Empress suddenly seized the reins of power, Kang Yu Wei was obliged to fly for his life. A price was put on his head and the steamer on which he sought refuge was obliged to be escorted to Hongkong by British warships owing to the fear that it would be seized on the high seas. At Hongkong, Kang Yu Wei found that he was not quite safe. One of his ad. herents was murdered in the public streets by hired assassins from Cant.n.
