In a debate on the Navy estimates Sir Charles Dilke urged that the Anglo-French friendship should be utilized to obtain an agreement between France, Russia and Great Britain with a view to the reduction of naval Mr. Arnold Forster said the armaments. Admiralty arust deal with facts as they are and not as they might be that all the Powers were increasingly active and notably the one from which the suggestion of a re- duction originally emanated. The Admi ralty was only fulfilling a plain duty in pre- paring to meet any emergency.

CHINESE POSTAL, HONGS.
Under Gazette notice 273 of 1952 made under section y of Ordinance No. 24 of 1932, licences for Chinese postal hongs are issued by the Registrar General. A fee of $5 is charged for licencing each postal hong. The revenue collected during the year. amounted in $ 36,888,13, as against $177.506.16 The population of the New Territory, accord. collected in 1901, being an increase of $0.371.97, | ing to the census taken by the Police in 1901, Two fresh items of revenue were a’ded during this year, namely, emigration house licences and licences to Chinese postmen and postal bangs. Very nearly all items of revenue show substantial increases, the chief of which are the revenue from markets, an increase of $2,646.48; hawkers, an intense of $1,476,10; boat licences, an increase of $897.9"; and fees, in connection. with the Marriage Ordinances which show an increase of $136.00.
The number of street hawkers; is gradually increasing. The number of hawkers' licences issued during the year was 13,864, but many of these hawkers only did business for a short time. From the 1st of October until the 31st of December 7,273 different hawkers paid fees. The expenditure during the year was $24,230.33 compared with $16429.62 in 1901. The increase is caused by the permanent ap pointment of Mr. Clementi as Assistant Regis trar General, the appointment of a translator, the cost of training Student Interpreters, and the appointment of an emigration clerk, which was rendered necessary by the fact that under the Chinese Emigration Ordinance, No. 37 of 1gst, female and male emigrants under 16 years of age have to be examined by an officer of the Registrar General's Department. The licencing of boarding house for Chinese emi- grants is also placed by the same Ordinance within the duties of the Registrar General, WOMEN AND CIKLS PROTI CTION ORDINANCE. The subscriptions for the year 1902 amounted to $7,284.25 as compared with 56,823.50.in 1951, and the total revenue, to $8,331.25 com pared to $7,873.50 in root. The expenditure was $7,563.98. This is equal to a general birth-rate of 3.8 per 1,000 as compared with 36 in 1901, and 34 in 1899. The birth-rate among the non- Chinese community alene was 12.6 per 1,000 ns compared with 11.9 per 1,oco in 190. The nationalities of the non-Chinese parents were as follows:-British 98, Portuguese zo, Indian 27, German 16, Malay 16, French 3. Japanese 2, and Spanish and Norwegian one each. The preponderance of male, births over female births is still very marked among the Chinese community, being in the proportion of 190 male births to every 100 female births. The proportion among the non-Chinese community was #1 to 100 as compared with 107 to 100 in the previous year.

The new district watchmen's house sitatuted at Tai Ping Shda was completed during the
year, and the watchmen belonging to the 3rd, 4th, 5th and 6 h districts took up their quarters there on August 1st. There are quarters on the top floor of this building sufficient for the ac Commodation of one married European police sergeant or for two unmarried sergeants, who will be placed there by the Captain Superin- tendent of Police, and who will exercise some supervision over the men stationed there.
The pay of the district watchmen is insuffi- cient to attract men of a suitable class, and the district watchmen's Committee have advised that the pay be increased, and that the increased scale of pay commence from the 1st of January, 1993. During the year, there were seven re- signations and eight dismissals.
CHINESE RECREATION GROUND.
The total expenditure for the year was $58 46. The revenue obtained from the lease of shops, stalls, etc. amounted to $1,257,02, compared with $1,090.52 in 1911. There is a balance of $3,68.20 to the credit of the fund.
STEAMER LOST NEAR SHANGHAI
CREW SAVED.
The East Asiatic Trading Company kindly inform us that they are in receipt of a telegram from Shanghai informing them that the Formoon, late Picciola, has been totally lost at Fisherman Island. The crew were saved and landed at Shanghai. The date of her loss is given as the rath inst. The Fisherman Group is situated just to the south of the Saddles and north of the Chusan Archipelago, at the mouth of the Yangtsze. The steamer, which was built in Hamburg in 1881, was of 1,175 tons gross and 875 net, and had recently been engaged on monthly charter at Shanghai.

The Eighteenth Annual Ordinary Meeting of Messrs. A. S. Watson & Company, Limited, is announced for the 28th May. The transfer books will be closed from the 22nd to 30th. instant, both days inclusive.
A call of 50 per share on the partly paid shares in the China and Manila Steamship Company, Limited, has been made payable on the 30th instant.

The number of deaths in the British and Foreign Community was 352, as compared with 412 in 1901. Of this, 26 ied from plague. The number of deaths among the Chinese was 546 died from plague, 6,431 as compared with 6,670 in 1901. Of this,

REGISTRATION OF BOOKS. Thirty-six books were registered during the year, as compared with 44 in 1901

1*HE LEAL SENADO DA CAMARA OF MACAO, duly authorised, will re- ceive Tenders, for the supply of ELECTRIC POWER to be used in the Lighting of the Public Streets of the City of Macao, under the following Conditions:-
1. The Tenders are to be forwarded, in sealed covers, addressed to the LEAL SENADO DA CAmara, and delivered at the Secretary's Office of the same Department. I. The time allowed for the forwarding of the Tenders is within Six months from the date of this Notice.
III. The Tenders are to state in Mexi- can dollars, of local currency, the following prices
With reference to the lighting of the public streets-
1st. For each incandescent light of 16 candles, per month $......
and. For each voltaic arc light of 500 a candles, per month $......
3rd. For each light of 16 candles, be-" yond the minimum ħumber fixed in the agreement, per month $......
4th. For each voltaic arc light of 500 candles, beyond the minimum number fixed in the agreement, per month $......
With reference to the supply of electric power for private lighting and for the lighting of public and municipal buildings. For each hecto-watt-hour S...
IV. The other conditions of agreement. for the concession are those, that have been approved by superior authority and are open for perusalat Macao in the secretary's office of the Municipal Council, at Hong-- kong. Shanglu and Kobe (Japan) in the Consulates of Portugal, and in Lisbon in the secretary's office in the municipal council.
Copies of these conditions of agreement will be forwarded to the parties, who apply for them.
V. Any tender, unless accompanied by a deposit of $500, will not be receivedi,
VI. The tenders will be opened by the Leal Senado da Camam, in public meeting, on the 21st October, 1903, at 2 HLM. SS
VII. The Leal Senado da Camara, rés serves the right not to grant the concession if the tenders submitted are "not. found convenient.
