A most important contribution to the literature of plague is Dr. Simpson's "report on the causes and continuance of plague in 1.40 llongkong, and suggestions as to temedial measures," which contains the result of his six months investigation of the disease in the Colony. His conclusions have 1.50 resulted in a sheaf of valuable facts

considerably impressed with the interesting and import- zni points embodied in those researches. They are broad, but well defined, and Dr. Simpson has gone a long way in sifting to the botton and giving an intelligent history of plague in the Orient, and some very practi- cal ideas regarding its prevention. As to the first line of research, he observes that the origin of many diseases are attributed to China, and although the plague of the 14th century, subsequently known as the Black Death, which ravaged Europe, is said to have emanated from Northern China, he submits that the evidence on the point is not at all satisfactory. But so far as the existing pandemic of plague is concerned he is as sured that it spread from Southern China, where it has prevailed in an endemic form for sixty years or more, but it was not until the disease reached the Delta of the West River, and devastated Canton and FURNITURE then visited Hongkong that it excited any interest. Our chief anxiety at the present juncture is not that which ordinarily attaches to our business. We are confronted with economic changes, actual and probable, of a far-reaching character, and I cannot help feeling that the authors thereof have not solved their problems in a scientific manner. I am not going to weary you with an essay upon political economy, but in a matter which may have potential effects upon trade and banking in the East think it well to dwell upon some of the methods proposed. You are well aware

that after the Franco-German war an attempt was made to establish international -bj-metal-

lism, whereby trade between gold and silver using countries could be continued upon a stable basis, such as had previously existed whilst the Latin Union maintained a fixed ratio. You know that the scheme failed through the refusal of England to agree to the proposal, and that thereupon India closed her Mints to the free coinage of silver, with a consequent accelerated
