trade at the old rate of 115. allowed only a small margin of profit. There is hardly a single class of goods upon which the rates have not been raises 25 per cent. London shippers can afford to send their freight by rail to Liverpool, and thence by Cunard stemes in preference to shipping it by the combine ships leaving Southampton. But - unfortunately the space on the Cunard ships for cargo is very limited, and it supplies, very little general relief to the trade. As bold a stand as possible is being made against the "cambine" in the hope that competition from other dirrclions will come by and by. A great deal of the freight for Chicago, for example, is bring despatched via New Orleans. The distance is considerably over a thousand miles greater than via Newport, but the rates are lower, and all who can afford to put up with the delay are patronising the New Orleans route. Shippers are also despatching via Hull, and the Wilson ste imers have, in consequence, received a large addition to their trade.

The proportion of shippers, however, who can put with the Inconveniences of longer routes and delays in other respects is small compared with the whole. This the "com- bine knows very well, and it is determined to dictate its own terms: Nor is the pro- spect a very hopeful one for British shippers. The hold which the combine has upon the American railways will make it very difficult for any but the most powerful independent lines to oppose the amalgamation with any hope of success. Some little relief is expected when the Canadian Pacific Company's European steamship service is in full swing so far as the interiarofthe United States is concerned, Goods could be shipped by the company's steamers to St. John's or Montreal, and thence to Lake Superior, to which the Central Pacific Railway Company has running powers. The relief, however, can be only slight,

The great influence of the directors of the amalgamation upon the railroads of the United States is seen in the case of Canada. Before the amalgamation was formed it was possible to send freight from London to Montreal via Boston more cheaply than by direct route to Montreal. This was obtained by the extremely low railway rates and the arrangements the companies had with the ship- ping lines. The combine," however, good put a stop to this arrangement, and now it will be cheaper to despatch goods direct.

UNDER-LADEN SHIPS.

A Select Committee of the House of Lords is inquiring into the light loadline. Mr. W. J. Howell, one of the assistant secretaries of the Board of Trade and chief of the Marine Department, in giving evidence expressed the viaw that the present powers of the Board of Trade were ample.
