AN INTERESTING INTERVIEW.

Mr. Na Tung, Vice-Minister of Finance in China, and Vice-Envoy to the Osaka Exhibi tion, was interviewed by a representative of the

Chuo on board the Nagato Maru when the

latter vessel arrived at Moji on the 27th ult.

"China," he said, has foreign debis amount ing to 600,000,000 toels, and she also has to pay to the Powers an indemnity of 470,000,000 tuels. But, owing to the poor condition of the National treasury, the payment of these debts would be difficult unless the commerce and industry of the nation are fostered and more money is thus obtained for the treasury. There are various ways of fostering commerce and industry, but I may mention one of the most urently impo tant steps, to be taken, and that is to facilitate exchange by unifying our cu rency system and establishing barks in various parts of the country. In a general way I may say that it is important, on the one hand, to find new sources of venue for the Govern- ment ami on the other to provide the people with facilities for increasing their wealth.

"The object of our present visit to Japan is nutnly to see the Osaka Exhibition, but also to investigate y ur gold standard system, the org misation of your banks and other taxes with a view to the caltecilon of necessary material in case China wishes to adopt similar institations in the fu ure.

"The Chinese request that the foreign Powers Consent to receive payment of the indemnity in silver instead of in gold has been rejected! by the Powers, but the Peking Govern- ment has not yet taken any definite step toward the solution of the question. Neither has the proposal for the collection of the Customs duties in gold been dreided either way,

As to the evacuation of Mancharia, the Chinese Governo..cal bas negotiated with the St. Petersburg Coverament as well as with the Russian representative at Peking, insisting on the speedy withdrawal of their troops from the above territory and has obtained an answer to the effet that Russia will fulfil, without failure, her promise contained in the existing Manchuria convention. Therefore it may be expected that the Northern Power will evacuate Manchuria after all.

"I cannot of course say whether or not some fresh questions may arise on the subject of the evacuation. But as to the seven items contained in the alleged demand she is now pressing on China, none of them seems to be acceptable to the Peking Government."

Mr. Na Tung further stated that with regard to the working by Russia of the mines lying within a distance of 30 Chinese miles of the Manchurian railway, negotiations have already been concluded between the two countries.— Japan Timers.

A smart skirmish ensued and some of the villagers were wounded, which so enraged the latter that they fell on the soldiers and by mere force of numbers over powered the party and allowed the smugglers and their cargo to escape the place. Seven excisemen were captured, shys the N. C. D. News, the other five having thrown away their arms and fled the scene as soon as they saw that matters had become serious. The capive were eventually released, but not before they had been stripped of their uniforms, while five breech-loading vines and their accompaniment of cartridges, five flintlock gingals and a quan tity of slugs and coarse gunpowder and three swords became the spoil of the villagers and smugglers.
