What is probably the greatest engineering scheme ever planned in the United Kingdom is assuming definite form in the suggested tunel ling of the Irish Channel. It has been so far advanced that the Prime Minister has express ed himself as personally desirous of seeing it carried out, and is willing to bring it officially forward, with a view to a moderate Govern- ment guarantee being obtained, provided the amount of capital required can be ascertained with some degree of certainty, When the pro- je t has reached this stage it is not unlikely therefore, that it may soon become the subject of much public interest.

THE HONGKONG TELEGRAPH, MONDAY, MAY 11, 1903.

THE IRISH CHANNEL TUNNEL.: The population of Hongkong is about 250,000, of whom less than 5,000 are whites, the remainder being Chinese. There are 3,169 Euro- cans and Americans, not counting the Portuguese, 2,263 Portuguese, 1,348 Ext Indians, and 272 Eurasians. There are 2,374 British, 213 Americans, 366 Germant, 118 French, 105 Spanish, and 163 Jews. The Chinese quarter is down near the water, although a great part of it surrounds the Eng. lish business sections, and you find Chinese merchants and faciaries everywhere. Just-I beyond the post office is one of the most densely populated parts of the world. There are 150,000 people living and doing businees there on an area smaller than a 160-acre farm. There are more than a thousand to the nere or 250 to a village lot. They are Chinese, and as busy

Unf rtunately-in one sense-the shortest route for such a tunnel is not otherwise the most

suitable. The nearest point to Ireland in Grea! Britain is where the tong neck of the Mull of Cantyre stretch out into the North Channel,

The foreigners live well in this part of the world. Many of them make a deal of money, and all spend a great deal.. Victoria is a town of clubs. But to reach Cantyre means a detour. from the southward, of about 10 miles, and it has been necessary to plan the tunnel at the next shortest crossing between Stranraer and Island Magee, on the Irish side, where the distance, above water, is 25 miles, entailing almost to miles of further tunnelling in the approaches, or 35 miles in all. This, of course, is longer than anything yet constructed, but the rack fortuations to be expected in the course of the work, have been reported upon by Pro-They have their tennis courts and pavilions, in fessor Hull, and 'other eminent geologists, and

its regattas, its athletic exhibitions, and its swimming matches. It has an amateur drama- tic club, which gives regular performances in the city hall, and it has two large Chinese

The problems to be dealt with are, therefore, almost entirely of an engineering nature. Among the first of these is the question of flooding in the undersen excavations. Curiously enough, the danger from this cause is not so much from salt as from fresh water. The top ..of the tunnel will be 150 ft. below the sea bed,' and the intervening strata is likely to be The impervious to water from that source. various inrushes which caused serious trouble in the making of the Mersey and Severn tunnels were fresh; the worst one of all coming from almost 500 yards above high- whter mark. Rock drills will, of course, be utilised in the headings, and here again the Alpine experience is useful, for these machines there have attained a speed, in harder rock than that underlying the Channel, of 35ft daily.

The cost will naturally be very large, and no reliable estimate of it can be formed until a heading has been driven at least as far as the point where the silerian formation is known to meet the sandstones, not far from the Irish" coast, or possibly for the whole distance. The cost of the former is calculated at £500,000 and of the latter at five times that sam, but these works would, of course, be utilised for the tunnel proper, which the engineers and a con. tractor estimate at ten million sterling, exclusive of interest during construction. When com- pleted the traffic, would be worked by electric motors, at a speed which would put Stranraer within one hour of Belfast, and that city within about eight hours of London.

THE WONDERS OF HONGKONG, Hongkong is so small that you can walk round it in a day... It is only eleven miles long, and on the average about three miles wide. When John Bull got it it was so barren. that weeds would not grow upon it. It was infested by pirates, and its only inhabitants were a few fishermen, who lived in huts on the shores. The Chinese laughed as they gave it away. This was less than sixty years ago! Now Hongkong is one of the chief ports af the world. The British Empire has only three which surpass it. Eight million tons of ship- ping enter its harbour every year, fifty thousand Chinese vessels vir it it every twelve months, and it has great steamers connecting it with North América, Austrails, and Europe And all parts of the Pacific and Indian Oceans, You may cquat fifty ocean steamers at anchor

The world knows this port as Hongkongs and you frequently see mention of the city of Hongkong. There is no such thing. Hong- kong is merely the name of the island and colony; the name of the city and port is Victoria. It was so named when the land was taken over in 1843 in honour of Queen Vic torla,, who granted the charter. Victoria is i beautiful city and a curious one. If you will imagine mountains 1,800 feet high rising up at an angle of about forty-five degress'from á hill- locked barbour, you will have an idea of its alte. The city runs around the shore, and rises in terraces up the sides of the mountains to a distance of 400 feet. Thus far it is solidly built.THE Undersigned AGENTS of the above Company are prepared to accept First

ning up through the houses and extending to the great hotel on the peak you see two black iron tracks. These belong to the Peak tram way, which carries passengere up and down every few moments during the day,

The business and of Victoria is at the foot of the bills. Much of it is on land reclaimed from the sea. Great stone docks wall out the water, and the mountain has been cut-down- to fill in and form a foundation for magnificent buildings. The central part of the city would do credit to London or New York...
