At the outset, the lecturer said the total foreign trade of China might roughly be camputed at £63,000,000 sterling. Of that amount Pritish trade claimed £12,000,000, or about 66 per cent., which sounded satisfactory: but in farmer years we had almost the whole of the trade to ourselves. and since 1896, when our shore was 72 per cent., we had; lost per cent. At this rate we should soon;| be nowhere in the race unless energetic steps were taken to retain our share in this trade, which was capable of enormous expansion. In slightly over fifty years it had grown from 30,000,000 to over 403,000,000 of taels, and there was plenty of room for increase in a country consisting of 18 pravinces, some of which were larger than France and as populous. He thought, however, this would not arise to any great extent; for the Chinese were very conservative, and would therefore prefer obtaining any article which met their fancy from résident merchants. With respect to improvement in official me. thods, Consular officers knew little, as a rule, about commercial methods and requirements; while the merchants in England were equally ignorant of Chinese ways and requirements, and what was wanted was mutual Hightenment. It was suggested that all Consular officers coming home from China on leave should give addresses to various Cham. bers of Commerce on the wants and supplies of the districts in China where they had officiated. As regarded, official support and assistance, the British Government might well adopt a more resolute policy in China, and give a more active support and a freer hand to the Consuls, so that these might at least be on even terms with the Consuls of the other Powers, which at present they were not. Russia, France, and Germany were all very busy in China, extending their settlements and pushing their interests and influence in all sorts of ways, and vigorous action was needed to meet the sometimes unscrupulous action of our competitors, if we do not wish to be left utterly behind in the race.

Longford, live British Consul at Nagasaki, remarked that there was a great failing in the training of our Con sular servants inasmuch as no practical educa tion was given by our Government as to their respective commercial duties; they had to pick them up for themselves, In France, on the other hind, all persons catering the Consular service had to pass a year at a Chamber of Commerce, and there acquire a great deal of practical business experience and knowledge that was put to advantage afterwards, and rendered the reports furnished by them of much more practical beneft to manufacturers and merchants than our Consuls generally were The Chairman remarked that if our young people would show more disposition in the way of enterprise, learning the languages, making themselves acquainted with the country by travelling about and settling where they saw an opening, it would redound very much to the advantage of the export and import trade of China
