In a book recently issued giving interesting facts respecting American millionaires, the following of the late Mr. Phillip D. Amour is told-When Russia was sending battalions to China, the War Minister to the Tsar sent a cable message to the Amour Company at the Chicago stockyards, asking how soon they could ship five car loads of barrelled beef and pork to Russia, and the reply that was im mediately despatched was, "Five cars of bar relied pork and beef are now on the way" and if 5oo car loads had been required it would bave been just the same.

The issue of subsidiary coins to the extent of 1,000 million yen in accordance with the above

Again, with regard to the issue of 300 million yen of convertible notes, a portion of them should be lent to the Government without interest for the purpose of establishing order in the national finances, Mr. Sóyeda thinks that a reserve of 100 million jan would suffice for all purposes, and that with such a reserve the gold standard might be adopted throughout the empire. There would then be 100 million. yen of gold reserve in the treasury, 300 million yes of convertible notes in circulation, and 1,000 million yen of subsidiary coins, or 1,400 million yes in all.
*Authorities in China who have taken up this subject will not agree altogether with Mr Soyeda's proposals. A gold coinage is not wanted in China; and to borrow money to institute a gold coinage would be for China 10 repeat Italy's mistake, with the same result, that the gold coins would disappear from circulation as fast as they were issued from the mint.
