THE COLONY'S FINANCES.
The financial statements of the Colony for the past year have now been published, and they reveal a position of affairs not entirely satisfactory to Hongkong. The total amount collected to December 31st of 1992 was, in round figures, $4,000,000 against an actual expenditure for the same period of $5,900,000, thus showing a difference of a million dollars. The deficiency has not been brought about by any decrease in the revenue estimated for that year. In fact, with the exception of the item, "Interest," which shows a falling off of a paltry $3,000, and Water Account, which is some $15,000 less in the collections than anticipated in the estimates for last year, there have been all- round increases under the heads of Revenue 1.40 collectable for the Treasury. It would have been far more to the point were a little more elucidation, to be given in regard to the Miscellaneous Services of the 'alony. In this connection we might recall the Hon. R. Shewan's objection in Council, some time ago, when he called explanatory statement of the suns expended under that head. It would have proved much more convenient were Government to have at once set out the larger totals for this service instead of leaving it to the Press or to some unofficial member of Council to call for their publication by the Government.

Little notice was taken of the casualty at the time, but the damage done by fire and water has resulted in the collection in Bombay of a 3j per cent. The object of the Select Committee was to enable the Hoard to deal more promptly with any houses that required to be closed on account of the presence of plague. A sim lar committee had existed under the old Ordin ance, and he thought that a committee of two would be better than a large committee.
