It is reported from Canton that Governor THE Undersigned have received instructions Wang Chilch'un, of Kwangsi, who was ro cently frustrated in his attempt to get to Kweilin, the capital of that province, and com. pelled to fall back again upon Nanningfu, has been so kamsted there and almost surrounded by the rebels that he has been forced to make a further retrogado movement in the "direction of Wuchou. In the meantime Governor Wang has been appealing for aid to his brother. Governors of Yunnan, Kweichou, Hunan, and Klangai, whose borders are near Kwangai pro- vince; but apparently, without much avail, for those officials themselves, fearing a near inva sion from Kwangsi, desire to keep all their Iroops with them.
The Sin Wan Pro is informed that people within and without the city of Nanning were forcibly captured last winter by rebels and kept for ransom. Although cries of help were raised by the victors they were of no avail as
the rebels had no fear whatever of the Govern. ment troops. This spring the rebols became much holder in consequence and openly write to the shops, guilds and their large business houses demanding contributions to their military funds ranging from Taels 400 to 700 in proportion to the l'usiness of the shops. Upon the receipt of these written demands, the merchants found themselves in dilemma as they dared not refuse or appeal to the authorities who would unreasonably punish them instead,

The Universal Gazelle states that the above Governor has sent a deputy to Shanghai for the purpose of negotiating a loan of a sum from a certain foreign firm. The Governor's promise is that after matters have been settled in Kwangsi, the firm will get all the railway and mining privileges in that province. It is further stated that the Governor has applied to the French General at Liangskan (Annam) to assist him with his troops in the quelling of the Kwangsi Rebellion.

For the moment-let us hope, only for the moment-anti-British intrigue has triumphed in the Yangtse Valley, and the so-called Eng lish sphere becomes more nebulous than ever. Our loyal supporter, Chang Chih-tung, Vice- roy of Nanking, is removed from that high appointment, and unless the united remon strancea of Great Britain and Japan prevail at Peking, this great patriot and statesman will drift away into the unknown. A Blue-book has been issued containing the report on the proposed eastern harbour and dock at Gibraltar by Captain T. H. Tizard and Mr. William Shield. The Commissioners state that, having carefully considered all the conditions affecting the construction of an eastern harbour and dock, they are of opinion THE Company's Steamship that such a work is quite feasible, and that a scheme which they indicate by means of a drawing accompanying
