THE SANITARY BOARD ELECTIONS.

It is very evident that the election by the ratepayers of two additional members to the Sanitary Board of Hongkong, as provided by section 8 of the Public Health and Buildings Ordinance. is going to furnish one of the chief subjects for public comment during the few days now left for the sending in of the nomina- tion papers. The general opinion prevailing leads one to the belief that a stubbornly fought contest may be expected, and unless THE BEST INGREDIENTS only some of the gentlemen, whose names are al- are used,

Shelton Hooper, Mr. M. W. Slade and Mr. E. A. Hewett. Br. Pollack pre-eminently enjoys the first claim to a seat at the Board, having been acting as Attorney General for the

Colony on several occasions, while he is bably, of most men in Hongkong, the one having the most intimate acquaintance with the sanitary laws of the Colony. Then his unmistakable predilection for a municipal government, such as it would be applied to Hongkong, should enlist for him a large wumber of votes from among those whose views accord with his own in the matter of a

SEAMEN'S MISSION,

REPORT FOR 1902.

We are in receipt of the report of the Sea men's Missio, Hongkong, for the year 1902, from which we gather than, some very useful work was carried on during the twelve months.. There were 2,903 visits paid to ships, 689 to the Sailors' Home, and 120 to the 'Hospital, while 63 services were held afinat, and 6511 Church, Mission Room, etc, (including prayer meeti gs and morning prayers). There were no less than 8,201 seamen who visited the Kowloon Institute and 4103 the Star Coffee House, which ho Committee greatly regret it was found neces asary to close, owing to the premises being unsuitable and the rent high. It was thought Leller to close the House and to give time and energy rather to the endeavour to provi e a Seamen's Institute (on permanent bisis), which should be the property of the Mission.

Clock Tower, but not in this instance. It is very gratifying to learn that operations on the site of the Electric Tramway Generating Station have already commenced, and the laying of the line will be proceeded with early in April, it being hoped that things will be in working order as soon as twelve months time. A Telegraph representative yesterday sought out Mr. H. Hackwood, resident engineer to the Hongkong Tramways, and that gentleman courteously gave him a few interesting par ticulars. He explained that the Westem terminus of the line was to be in circuit branching from Praya, West, into Chater and Belcher Street. From this point a double track is to continue in an easterly d rection, turging into Des Vaux Rd. at Queen's St., and again turning on to the
