THE NEW ÁRMY RIFLE.
BUSY TIMES AHEAD FOR SMALL ARMS FACTORIES.
The new Army rifle has been given out to a few battalions for experimental purposes as a preliminary to the issuing of a final report, and it is expected that the general manufacture of the new arm will be begun in March.
Orders for perhaps 300,000: rifle as a begin- ning will run into a million sterling, the cost per rifle being about £341. If the Volunteers and India and the Colonies are armed with the now-pattern, the cost will approach three mil- tions. This will involve extra work for the Government small arms factories at Enfeld Lock and Sparkbrook, where, recently, many workmen have been unemployed.

Without wishing to dispute the tactical value of this choice, it seems very necessary to ask if the creation of a new naval port at Port Dayal, or elsewhere, would allow the transportation thither of the arsenal and all the other resources at Saigon, or if on the other hand, even in the necessity of maintaining both bases, it would not be imprudent to de- prive Cochin-China of naval stores.

It has been possible, for the sake of the health of Europeans, and also of important in dustrial enterprises to transport the official capital of Indo-China to Hanoi.
Cochin-China, nevertheless, remains the true region of production, from which the general budget draws its chief resources, without coun- ting the constant progress of Cambodia and of Laos, the trade of both of which must neces- sarily converge on Saigon.
A war that would deprive us of Cochin- China would render the existence of all of our
Indo-Chinese Colonies very precarious, and would cause heavy budget charges to fall anew point that must be defended before all others upon the mother-country. The vital point, the

In addition to the chief change of a short barrel, two other improvements are effected in the new rifle. It is claimed for the new rifle that it is the best in the world. But there is one serious objection to it. The shortening of the barrel causes the weapon to kick viciously. This will ...mean bad shooting in the bands of many men
and reduced rapidity of fire.
Colonel Hopton, the chairman of the small Arms Committee, is trying his best to remedy this defect. An attachment for the muzzle, which is said to take away the kicking, is to be tried at Hythe.
It is expected that all native and over forces now possessing old pattern rifles will be armed with the discarded type, and probably As the stock of old rifles increases some further concessions will be inade to civilian rifle clubs to popularise shooting.
