Gales in Great Britain.

.LONDON, February 28th.

One of the most destructive gales ever known swept over Great Britain on the 27th ult. It extended from the Channel Islands to the Shetlands and the destruction of the land Jines has greatly delayed the telegraphic service to the East. Enormous damage and much loss of life have occurred, churches, and house chimney stacks have been wrecked, and many people have been killed and hundreds injured. The coasts are strewn with wrecks. A tidal wave flooded a portion of the French Coast and the wind overturned a tram on the Furness railway while crossing a viaduct injuring.32 people.

(N. C. D. News) The Army Debate.

LONDON, 25th February. Mr. Balfour said that it was true that our Navy stood first in our thoughts, and we must meel its needs, but it did not follow that we must spend more money on the Navy than on the Army. The essential difference between the Government and its opponents, he said, is whether three Army Corps are required for work abroad. No war could be ended by a Fleet alone, or by a Citizen Army; it were folly to deprive ourselves of the means of offence.

LONDON, 26th February, Mr. Wyndham, speaking on Mr. Redmond's amendment to the Address, said that the value of the Report of the Land Conference could not be overestimated, though he declined to place his official imprimatar upon it.

Mr. John Morley praised Mr. Wyndham's tose and urged the adoption of the Conference proposals, which involve a grant of £52,000.com and a loan of £100,000,000.

The amendment was withdrawn..

THE PHILIPPINE CURRENCY.

·The Manila Times, of the 25th ult, prints the following telegiali:-

Washington, February 24.-By a vote of 136 to 103 the House of Representatives passed the Senate Philippine Cuinage Bill and the Philippine Islands are assured a stable cur rency backed by gold and gold values. The ilouse made one important amendment to the measure as it came from the Senate. This amendment provales that existing dels sh.11 be payable in the curioner which was legal tender at the time that the debts were con was suggested by the Philippine Covernment. tracted. It is understood that this proposition The House also struk out the Senate provision for an international monetary conference but the latter proposition does not affect the Philip pine Islands. There was an extended debate and also on the final passage of the bill, many and the House divided on both amendments of the members objecting in lite House receding from its plan to extend the complete currency system of the United States tri the islands. The bill now goes back to the Senate for con- currence in the two amendments that the House made. It is believed the Senate will concur and if there is any objection to the striking out of the feature providing for an international monetary conference the friends of the Philippine bill will ask that the Senate concur in the bill and take up the international proposition independently.

Washington, February 25th-The senate to-day agreed to the chan es in the Philippine Coinage Bill made by the House of Represent- atives, yesterday, and finally passed the bill. the signature of President Roosevelt alone is now necessary in make the bill a law and it is expected that he will sign it as soon as it rear hes him, for he is thoroughly in sympathy with the plan to relieve the currency situation The in the Philippines, and ap toves the b blas ameusled by the House engmalered practically no pposition in the Senate and the amendments were quickly concurred in.

Governor Taft was eled over the news contained in the above cable. He has long contended for saund minney for the islands and the efforts of himself and his colleagues con- tributed largely to the succes in obtaining it. When the Governor finished reading the dispatch to the Times, which was shown to lom by a representative of the paper, he said: "I cannot express the great satisfaction that my coiltavues and I have in the announcement that this bill has passed the House in such a shape to make it certain that it will pass both

THE CRISIS IN THE SOUTH.

A Peking dispatch states that Governor. Wang Chili-ch'un, of Kwangsi, has been recently denounced to the Throne for the second time in three months. This se ond denunciation is signed by some thirty Censors and officials of the Six Boards who call

Kwangsi their native province and strongly charge Governor Wang with incapability, arrogance and an inordinate love of boastful language. Another serious charge is that the discipline of the troops raised by himself is so loose that their ravages on the inhabitants have been worse and more ruthless than the most depraved bandits of the country. In consequece of this the rankel malcontents are being daily increased and the enmity against the Imperial forces embittered beyond

words. Unable to make good his boast to the Empress Dowager last year, namely, that he (Governor Wang) could suppress the Kwangsi rebellion and resture peace throughout thr province within six months-in Consequence of which, from being shelved account of mediocrity, he obtained the governorship of Kwangsi-that official, declare the memoria- lists, has asked the Throne to call upon the Viccioys and Governus of provinces in the neighbourhood of Kwangsi to join forces and go to the rescue of that province and, so place additional burdens on the inhabitants of the provinces concerned and increase the abili ties of the Impenal exciterquer to limit- less extent. Whereas all that is needed is the proper impeachment and removal of such ay incapable oficial and the placing in his stead of some pe son possessed of the counidence of the people of the Southern provinces and the observance of strict discipline amongst the Imperial forces Given these the people of Kwan, si can be pacified and onder restored in a short time, an arter of things which can be con- salmally accelerated by the speedy natura, tom of Tebef work amongst the starving and siffering inhabitants of the povine. This

severe denunciation would have been the un- duing of Govenor Wang Chilch'un and even more popular offictals of high rank, bad he not the countenance and help of the all powerful Yung Lu whom Govertor Wang took card to load with presents and acclaim "Patro previous to leaving Peking for &wangsi, The late of the memorial in question was therefore character stic of the present régime in the Capital--the mupalat lie document, like others of the same kind, was laid on the shelf. Wang Chih-ch'un's position in Kwanger is therefore, so far, yet sule and apparentle impregnable to The assaults of "outsiders."-N. C. D. News.

HONGKONG TO LONDON

The Sin Wen Puo's Peking correspatient writes that recently several" officials jointly denunted Governor Wang Chibchun of Kwangsi for allowing his newly enlisted Troops to rob and plunder wherever they went, in-

n equence they did the people more injury han the rebels themselves, with the result that the people had to risk their lives both from the soldiers and the rebels and the latter had naturally become more licentious since. the troms acted worse than they did them- selves. This condit on of affairs' was due to the lack of discipline and ability on the part of the commander-in-chief and it was due to the same causes that even the people of neigh- bouring provinces and to suffer hard hips.eceiving deputations from various places

Notwithstanding his own faults, he had re- peatedly asked other Viceroys and Governous to recruit large bodies of mea to render him assistance, white his memorials were couched in deceitful language, etc. It is said that the joint memorial has been shelved by the

The South China Rebellion has assuined such serious proportionsthat it is not anticipat- ing too much to say that, if things continue as they are the Imperial Government will in the near future be obliged to let them have the re- 11.M.S. Mails have been intercepted pay off her crew, was commissioned on the oth by the rebels within a short dista ce of Wuchu, March 1900. She is the sister ship to the ill- and I now hear that the reason why th Govern-fated Chedor, which was lost in the Pacific List ment forces were withdrawn to this City from year. While leav ng the harbour of Culanıbo the front, is not so much that they were hard oner way out to the Far East, the crew of the pressed, as owing to the alanning manner in Rosario were told the news of the relief of which men were deserting and going over to the Mating by the skipper of an American army otherside. Last week a mandarinefgood stand-transport, who was passing the vessel in a boat ing came to C-nton with orders from ike Kwang- at the time. Upon auiral as Hongkong the si Viceroy to buy up all tifles and ammunition ho ario was sent with all speed to Shanghai, available, and I understand that the imperial where trouble was expected owing to the soldiers are not nearly as well equipped as the insurrection in the North.

T'here неге insurgents, and that the mary deserters to the very few foreign ef-war in barbour rebel gang, not only contrived to take away then, and the arrival of every additional their own arms but those of their comrades as ship was a welcome event to the residents well,

of Shanghai. Later on the Rosario was sent to Chin lang to look after the junks in the Grand Canal, and though never in actual war- fare, the vessel was fired at several timer. For their work in this direction the offit ersand men were presented with the China meda', it will be remembered, on last China New Year's day. Many people will be interested to hear, says the N. C. D. News, that the paying-off per nant which was flying from the main on Sunday is ico yards long, and that the glittering object at the end was a pig's bladder covered with gold leaf. The wind was not string enough to allow the whole of the pennant to fly, and probably this visible sign of rejoicing at being ordered home will not be seen in all its fulness until it is flying from the funnel of the engine of the train which will take the men from Portsmouth to London.

THE TRADE MARKAN CHINA

That the Trade Mark question in China is a difficult one to manage is to merchants fairly well known. We have recently heard of the trade marks of cigarettes and soap being imitated by Chinese, and we now learn that imitations of the well known "liford" photographic goods bave found their way to the China market from Germany. The imitation is a good one, and at first glance is not noticeable. The letter M is prefixed to the wo d"Ilford," so that the imitation goodsure underthe name of"Milford," and bear as a irade make a sailing ship within a circle, instead of a steamer, which is the registered trade mark of the Ilford, Limited, on all goods of their manufacturé, was recently advertised in our columns. Among Chinese who cannot read English, the imitation would hardly be detected. We understand that the SPECIAL FLAGS FOR IHE Ilford, Limited, have, through the medium of the British Consulate-General in Shanghai,
