Bavarian Clerical Tendency. The lavarian dynasty and the Government are trying to check the particular tendency, which has set in lately, and more changes in the Bavarian cabinet are anticipated for the autumn. Emperor William has declined to interfere in this matter.
To Divide China. The reports from Washington, tliat Russia intends to propose to divide the lowers' interests in China into spheres, is not believed in Germany.

Mr. Chamberlain in South Africa,
LONDON, February 23rd.
Mr. Chamberlain's mission to South Africa is practically ended. The papers are unani mous in saying that no man could have done more to reconcile the two races The Dutch address mentioned yesterday asserted un- alterable attachment to the British connec tion, and Mr. Hofmeyer added that the Dutch leaders were prepared to address an appeal to the Dutch to promote a good understanding. Mr. Chamberlain welcomed this as the most hopeful augury for the future.

The Macedonian Reform Scheme recom mends the appointment of an Inspector General, approved of by the Powers with a large independent authority for the organisa. tion of the gendarmeric by European officers and the admission of Christians thereto. It proposes various reforms in the judicial and taxation systems. The Sultan bas accepted

The Relief of Ladysmith.
LONDON, 19th February. In his evidence at the War Inquiry, General Buller said that his telegram of the 15th of February to the War Office, "Let Ladysmith go," did not mean that Ladysmith should surrender, but that he should cease attempting relief. He thought that General Sir George White should break out and join him. (General Buller), which was quile practicable.

This concession was formerly granted to a French syndicate, but as it failed to undertake the work within the time fixed, the charter lapsed, on which the Corean government announced its resolve not to grant further railway concessions, but to construct the Seoul-Wiju railway itself, and the first section of the line is now being built. The line is commercially valueless, and it is only of strategic importance.

body. The incident was at once reported to the German General who has undoubtedly made a note of it. There is nothing special in the fact itself beyond that it is an additional
testimony of the state of restless activity all over the country, and of the spirit of latent end of the hostility surging from end to country. It is just so much raw material for mischief waiting to be utilized

Trade in the City is still at a standstill. The mint is nearly ready for work and the Viceroy proposes a mini tael coins, which will be larger and heavier than the Mex. 50 tad cents pieces; 20 (ael cents; and 5 tael cents. Also 10, 20, and 5 cash copper coins. But this in itself will not solve the problem. What is re- quired is a little of that money which is now lieing wasted to be stored in the Treasury vaults against the notes and orders issued so that business can return to its normal condi tion. It will be no use his floating tacl coins with the necessary subsidiary' coins on the market unless the present currency is done away with, or matters will be worse than ever. Tientsin has just awakened to the fact that as there are quite three times as many Englishmen here as there are Scotch and Irish, it is incumbent on us to come far- ward and return their hospitality. Hence a St. George's Ball has been decided upon for St. Gorge's Day, talico fancy dress. It would not be surprising if a St. George's Society fol fuwed this move. „The Englishmen seem rather amused and pleased with themselves for having rai ed a meeling and talked about their "patron saint" and I think they will be strongly inclined to see the thing through and come out strong on the English question.
Another innovation promised is a long talked Horse Bazaar, like the one in Shanghai, and a cuthpany has been formed with very good prospects for the purpose. So few houses have sables here that if for no other reason the Bazaar will be welconed as a mews.
THE POPULATION OF
KWANGTUNG,
The Sin Wan Pao gathers that it has been the established custom of Kwangtung to have a census taken of the males and females within its precincts the end of every year. Last year the statistics presented to the Viceroy and Covernor and to the Peking Government by the Kwangtung Provincial Treasurer stated that the male population of that province was 14,844,544 while the female population was 14,515,594 making a total population of 29,360,138 in that province.

The Sin Wan lao states that Censor Wang is a fellow provincial of Viceroy Yuan and they are intimate friends at the same time. The
Viceroy desired to recover for China the Kai ping Mining Company but there was no op portunity to make a move, therefore he Instruc ted Censor Wang to memorialize the Throne before the New Year vacation denouncing Chang Yen-mao of mismanagement and that the company should be at once handed over to the Peiyang Commissioner to be reorganized, In response, a secret edict was issued com- manding Chang to maten minute report which he did at the end of the year and in which he states that he had called a meeting of share- holders at Tientsin during the winter for the purpose of recovering the lost power of the Chinese shareholders The resolutions have been sent to London for decision, but as it is such a great distance from China, it takes at least two or three months for a letter to reach there and a reply to arrive in Chinn, so th the matter cannot be settled at an early date, etc. An Imperial receipt of "noted is placed on the memorial. MISSIONARY WORK IN CANZON,

Amid rumours of trouble in and around Canton, it ay be interesting to note that a quiet work is going on which is in many places changing effectually the attitude of the people towards Christianity, and towards foreigners generally. I write here of one instance only.
Through the kind invitation of the Revd. Dr. Beattie, who has been pushing? mission work energetically in that region, I had the pleasure of being present at the dedication of a church building, recently erected at heklung with funds provided mainly by the native Christians. The city is fory miles east of Canton and has a population of about 100,000 The people have in the past been noted for their turbulence, their anti-Christian, and their anti-foreign feeling, Over and over again the old chapel in the city has been losteil, and the lives of native Christians threatened, and this sometimes succeeded by actual murder. ACHINGTU INCIDENT.
OFF NEWCASTLE.
According to Sydney exchanges, about 8.30 p.m. on the 1st inst. the sleamer Chings passed by about half boat's length a small | boat, the occupants of which seemed to be in great distress. They were shouting for help, and striking matches in order to attract atten- tion. Their boat had met with same accident, and become unmanageable. They were to the leeward of the heads, which they could not make, and did not appear to know how to make Botany Bay. The Chingly burnt a light, slowed down, and mantravied ahead and aster, till she succeeded in taking the boat in tow. A fresh north-easterly breeze was blow ing at the time, and there was a moderate sea. The Chingtu slowly towed the boat to the windward of the leads, a distance of about four miles, where a couple of the panty decided to remain on their craft. Getting clear of the steamer they get sail up, and made into port, Four of the party were taken on board the Chingly, and taken to Newcastle, leaving by the next morning's train for Sydney.

The Irish Times claims, according to the London correspondent of the New York Tribune, to have the most excellent authority for stating that the Cmadian Giovernment is absolutely determined to institute a fast sleam- ship service as soon as possible, by which mails can be landed at Vancouver within eight days from London. The Dominion authorities have not yet fixed a port of call on this side of the Atlantic, and Ireland is pushing the claims of Blacksod bay, which is ne ter Halifax than any other port in the United Kingdom.

This is the General Bragg who was appointed Consul-General to Havana for his services as a Gold Democrat and as a warrior, and whe, two months after his arrival in Cuba, wrote liome to his wife, last July, Uncle Sam might as well try to make a whistle out of a pig's tail as try to do anything with the Cubans. Although i was only a little sentence in a private family letter, it got into the newspapers and greatly distressed the Cubans. And, beginning with that event, General Bragg's usefulness in Cuba was seriously questioned at Washington. So it was arranged finally that he should be trans ferred from Havana to Hongkong, excharging WARE, PICTURES, &c., &c. places with Consul-General William A. Rubles. The change might have been made sooner, but the Government was looking for some place where General Bragg would not suffer a diminution of salary. The Bavana position carries a salary of $5,000 a year and about $1-co in fees, which makes it one of the finest

Consul-General Bragg is 70 years old, or will be February 20th. He does not look his his advanced age. He is a thin, wiry little man, with snow white hair and beard. His whole tone is energetic. He is quick of speech, incisive, sarcastic, witty and an ac- complished debater.
This is the same Bragg who, in the hottest part of the battle of Antietam in 1862, was rushed up to by an orderly with the verbal message: "General Gibbon's compliments to Colonel Brage. Push the enemy as long as it is safe. And instantly, without meditating upon his reply to his superior, the diminutive figining Colonel shouted back his reply: "Colonel Bragg's compliments to General Gibbon. It's been dd unsafe here for the last fifteen minutes." And he went on fighting.
This is also the same General Bragg who made the celebrated speech at the Chicage Democratic convention in 1888, seconding
