Really What a delightful method of white-washing our red herring. No men tion was made of another side of the ques: tion. Let us turn for an instant to the reply of Mr. H. P. Tooker, as the then Acting | Director of Public Works, given to the Chairman of the Retrenchment Committee on the 18th June, 1894. We find that he said, For all new buildings and new works (we, lake. it additions to old buildings will be recognised as new works) in the Colony plans have to be submitted under the Building Ordinance." Plans were submitted. Then to another question, he replied, "when plans are submitted and inquiry into the cause of the deaths of the work started, it is my duty to see that

This in itself is worded sufficiently strong to call for more than passing comment, especially having regard to the fact that at previous inquests of a similar nature the jurors have felt it their bounden duty to direct attention to the Public Works Department. At the investiga tion into the circumstances attending the collapse of Nos. 30 and 32 Kowloon City Road the rider was: "We are of opinion that having regard to the area of the wall its thickness was insufficient." That it reflects on the building authority in Hongkong there cannot be the least doubt. Much stronger, however, was the rider to the jury's verdict at the Magistracy when investigation was

Comment is almost superfluous; let us turn back again to the question under review How came it thai sanction to make alter- tions and additions to the premises was given by the P.W.D. without making the necessary examination.
