FAMOUS-SCIENTIST AT

HONGKONG.

DR. ADOLPHUS KECKELER,

Dr. Adolphus T. Keckeler, the celebrated scientist and traveller, has been staying at the Hongkong Hotel. He arrived from Manila in the Rosetta Maru a few days ago, and is on his way to America viz England, where he will lecture at the Universities. This famous son of America, a native of Kentucky, enjoys the advantage of possessing ample means to enable him to pursue his scientific research without id from any association or society. He has visited almost every country on the globe and made studies of their peoples and the geological construction of the various places. Much of his time has been spent the study of the origin and development of man, and he has ngade experiments along this

line with the celebrated Darwin. He was also

a friend of Dickens, Tolstoi, the Brownings and many other fantous men of letters. He has been decorated by Emperor William with the Red Eagle of Germany.for a work on science which he read in that country.

CAINESE AND INDIANS.

Dr. Keckeler believes that the Indian and the Chinese races were at one time analogous Through local conditions and environment, one or both have changed, until their present types have both evolved. He cannot determine whether the yellow man or the red is tin original type or which, most nearly approaches the original type. As for Christian Science. he

considers it an effect of the conditions of the mind. He has studied the subject and con nects it with hypnotism. Perhaps the principal work which he has now on hand is the writing of a new wolume to be called The Tazeibility of Thought It deals with the effects of thought on the convolutions of the brain and the general influences of higher thinking.

COAL AT VLADIVOSTOK.

The varieties of coal used at Vindivostok, and in the vicinity are, in the order named, Japanese, Sakhalin, and Cardiff

The Japanese coal can he landed at Vladivo stok at from 1 to 12 rubles (138. 7d to 258. gd) perton, including freight charges-2 50 to 3 rubles (54. d. in 6s. 6d.) ner too.

Cardiff coal, by far the best and most popular, costs c.l.f. Vladivostok from 40 to 50 rubles (80s. In 97% sd,) per can.

Sakhalin coal, delivered at wharf, costs from 13 to 14 rubles (28s. to so) including freight at 3.25 to 4 rubles (ós, rod. tn 8s. 7d.) per ton.

There are several local coal-mines owned by private firms, but the product is, not of a supe- rior character; the best is said to be the Start- seff mine, in which Messrs. Crompton & Schwabe have a half interest. The Ussuri Railroad Company used this coal until last year; hut becoming dissatisfied with the quality, the managers have recently concluded 4 contract for five years with the prison depart.

ment of Sakhalin. This railroad uses sorme 60,000 tons yearly. Messrs. Clarkson & Company have several mines of fairly good coal; but it is not uniform in quality; they can deliver in Vladivostok a 3 mbles (175. 2d.) per ton.

Most of the coal produced here is lignite and friable. The Chinese Eastern Fleet is an im- portant consumer, and from to to i naw steamers are expected to be a ided to the service. The Russian naval squadron in the Pacific usea foreign coal-mostly Japanese-to the value of 1,000,000 rubles (£104,000) annually,

The Government same years ago made a special examination of the coal in the South Ussuri section. The report mentioned especi ally some mines at Su-Chau, near the Su-Chau River, 20 versts (13.2 miles) from the beach- some 60 miles from Vladivostok by sea and nearly 100 miles by land. The coal is anthracite and is pronounced superior to that of Japan in quality. This mine was formally opened in January, 1903. Active work has been begun and a railroad will connect the mine with the Ussuri line, making transportation to this part easier. The money has been appropriated. The demand for all departments around Vladiv stock, exclusive of the naval need, is estimated at 107,000 to 120,000 tons for the current year. The local supply has made perceptible in- roads on japanese imports. In 1899, Japan sent 93,156 yen worth of coal; in 1900, 8,862 yen.

The American Consul reports that the whole Maritime Province is rich in all kinds of minerals. The region about St. Olga Bay has iron ore, the percentage of which is said to be higher than that of the Urals. There is alro much silver and lead about Olga. The distance from St. Olga Ray to the Ussuri Rallroad is from 170 to 200 versts (1127 to 132.6 miles).

The coal mines near Newchwang connected with the Russian railway of which so much was expected two years ago have not proved a success; the Lu-shèng mines near Wa-lang-tien in the south of the Liaotung Feninsula have been shut down owing to the inferior quality of the coal, and the output from the mines near Ven-t'ai between Liao-yang and Moulder, which were Hooded from old workings during exceedingly heavy raini în August last year, is as yet comparatively small Up to the present the railway has been dependent far the most part on Japanese coat and on limited supplies from native workings in the interior

war-vessels in the inland waterways, of China and in case the crews of these vessels landed the natives might cause trouble, and the local officials, not knowing of the arrival of such war-vessels, might not be able to give full protection to the lives of crew so landed ! After officials in the Bureau and Tantai had duly discussed the matter they decided to refer the question in the Superintendent of Southern Ports (Viceroy at Nanking) and to get him to send a despatch to the Consuls-General of those powers at Shang- hai whose war-vessels have thus visited the lake and to ask them not to send any more war ships unless they have some official busi. ness on the inland waterways and the lake. In crise of there being any necessity for their going to the lake the consuls should write a despatch to that effect at least ten days ahead, so as to enable the officials give the ships due protec tion. Therefore they petitioned the Viceroy at Nanking to write to the Consuls at Shanghai to inform the commande es of foreign war-vessels on the matter The Viceroy having consented to the petition, now through the Taotal of Shanghai, makes an intimation to the same

effect (tn the Consuls).
