DOG DAY SKETCH IN NORTH CHINA,"
Whatever happens to China it is certain that the place at which these lines are written will never become a popolar summer resort. It is a city situateri" in the middle of tile great Northern Plain, and for miles round there is nothing to be seen but tilled fields, "mud huis, and toiling peasants. Under any circumstances the situation is dreary; at the present time it is terrible.
For many days there has been a draught, and the crops, sweated out from the poverty- stricken soil by endless human machines, are in danger. On every hand people are talking about the drought, the question of famine is being discussed, and the financiers are drawing in their money, as bad times are articipated. The highest public official has prayed publicly six times for rain, and op every hand the wail of lesser mortals is heard; yet the sun is shining as hard is ever, and the gods have forgotten the wants of the people. New expediencies are being tried to appease the anger of the immortals, and one of these is a law forbidding the slaughtering of dumb animals, though the execution of some human malefactors has not been postponed.
In North China this state of things means the revival of dust, not the gravelly, hard dust of the desert, but the soft grey loess, thin and penetrating, and seemingly possessed of the secret of perpetual motion; until the mias come. and still its energy for a while.

It is desperately hat just at present, though fortunately it is not a damp, depressing, heat, or life would not be worth the living. Yester day the thermometer reached 12 degrees in the shade, and yo" could have baked cakes on the. sand. To-day it is cooler, thank goodness, But the dust and the heat are not the worst enemies we possess. These are bad enough, but they' do not account for that dull, depressing state of nervous excitement which pessesses each of us, and does more harm than all the ills flesh is heir to.
The diagnosis can be expressed in a few words, and the cause of our menial sickness is - known to all. There is cholera about, cholera swift and fatal as a snake's bite. In the morning men are walking about, munching cucumbers perhaps, and in the evening they are dead. This is not only true of an isolated case, but of every street and of almost every fourth or fifth house. Men, wamen, and children are dying scores and hundreds, and not a single sanitary regulation is being put into force.
As we sit down to breakfast the doctor comes in. T'e has been up a couple of hours engaged in his holy work, and we recognise the sacred" ness of his order. He makes, his report in a few words. A CHINESE STREET. There is little romance, about a Chinese It is a grim, fearful piece of reality, hideous to look at. It is, in fact, a conglomera. tion of barbarism and civilisation, representing the worst features of each. A few such scenes and the fine edge of your righteousness gets dulled and your faith in Humanity is shaven. It is a long dark alley, so narrow that you are surprised when a cart jolts by you in safety and the footpath has long lost its identity. On either side are the shops gaping open, window- less and doorless, full of people, and the wares are spread before you.
You are startled by a tremendous noise in the house you are passing. A man is dying from cholera, and they are trying to scare away

The next shop belongs to a bookseller. It seems clean and respectable, so you enter partly to look round and partly to get a little respite from the sun. At once the fat silk-robed proprietor comes bowing to you. A few cam. pliments are exchanged and tea is brought in. Presently his son makes an appearance. He speaks English fairly well, though with an American accent. He was educated at one of the Tientsin colleges, and hopes to go over to America to study. He is an intelligent and ar dent reformer, and his father chuckles as his son speaks with scorn of the incapacity of some of the officials. It is a pleasant little scene.
Back again through the heat and dust, and your despondency begins to return. Will China ever be reformed? you ask yourself. Will the people ever fear the elementary laws of health? It will take many years, but some little good is already being done,Manchester "Despatch.
