THE NEW TREATY: We have received a copy of Mr. Edward 19.20 S. Little's pamphlet on the new Auglo

Chinese Commercial Treaty, the object of 22.80 which is to draw attention to the weak points--and there are many of them--in the instrument and to formulate strong opposi tion to the ratification of the Treaty on account of the certainty (as Mr, Litde avers) that it is bound to injure our commercial interests in China; encourage and faster illegal inland charges on foreign goods, and actually puts foreigners and Chinese in a less advantageous position than they are at present under the existing treaties, pecially as regards the provisions of the Transit Pass sections of the Treaty of Tientsin. Mr. Little certainly makes out a strong case against the Mackay Treaty, and the mere fact of his party being defeated by a narrow majority at the recent meeting of the China Association in Shanglui cannot
