The town of Portsmouth, through its chief municipal official in the person of Major Dupree, completed its reception of 11.M.S. Terrible in befitting manner by entertaining Capt. Percy Scott, C.D., and his gallant crew at a public banquet in the Connaught Drill Hall on the 25th ult To no other of his. CONGRATULATIONS,

The Mayor, in giving the toast of Our Guests, told the story of the 4.7 guns, saying that within twenty-four hours of the receipt of a wire from Sir Geo. White, the leader of the besieged garrison, the four 12-pounders and Iwo 47 guns were duly landed at Durban. These guns took a useful part at Colenso, Spion Kop, Vaal Krantz, and the final opera tions at the Tugela Heights, ending with the Victory at Pieter's Hill and the Ladysmith relief.

CAPT. SCOTT AND THE WAR.

Capt. Percy Scott, C.B., in the course of his reply, said: With regard to the South African war, even before it comme..ced, I realised that it was purely a soldiers' war. The Boers had no navy to fight, no seaports for us to secure, no commerce for us to attack, and the theatre of fighting was far too inland for a naval brigade. A lucky chance, however, a.ose. The Boers had got long range mobile guns, and our army had not. This ill wind blew good to us, It was an easy matter to get a few Cape waggon wheels, put a bit of wood on the top of their, and on to that ship long range -pounders. Then one had a g.nequal in range to those employed by the Boers, and when heavier guns, such as 4,7 and 6in, were required it only meant a litle more wood and stronger wheels. These guns were found rather useful, and allowed the navy to work once more beside the sister service in the field.

The manufacture of gun mounting, however, was at a very happy or furtunate event for me personally, as it meant my being left at the balo make more, and so precluded me from commanding my own officers and men. How ever, they were furtunate enough to be con. manded by Capt. Jones, an officer who, by bis capability, tact, and the cordial friendship which he extende i to the Tersibles made it a pleasure for them to work under him.

Naturally an aeronaut sees more of the earth than most people, and there are few parts of the world that Mr. Spencer has, not surveyed from dizzy altitudes. He made his first ascent teen, but in point of beginning young he must bow his diminished heart before his eldest daughter, who, when but six weeks old, ascended 1,000 feet and enjoyed it. After his first venture, he took to the risky calling of parachuting, making descentsall over England. To-day's quotations are as follows: Then began his world-wanderings. Inter- spersed with brief visits to England and a tour through France and Germany, he visited Brazil, Cuba (where they gave bini a gold medal-one f many-in commemoration of the firs parachute descent in the island, and published bis obituary, of which more anon), South Africa, Canada, Prince Edward Island (where, like Icarus, he fell in the sea), India, the Straits Seulements and China, making balloon ascents and parachute descents in all the principal cities and towns, and, it need hardly be said, vastly astonishing the natives. Indeed, in China he moved the Celestials 50 much that he was moved on" by the man- darins. The Chinese were so excited by his descents that, in emulation, they took tohurling themselves off the roof-tops-with disastrous „results, and so he was requested to proceed to other climes. At Canton he fell in the river three tinies and was ignominiously fished out by Chinese women armed with boat-hooks, but

such incidents are details to an aeronaut. Mr. Spencer considers that he has had only one real accident in the course of his whole adven turous and dangerous carcer.

- TERRIBLE FALL IN HONGKONG.

That was at Hongkong, and the story of it sounds incredible. In starting for a-parachute descent, one of his Chinese assistants held on to his rope too long, with the result that a great rent was torn in the balloon. However, rather than disappoint the crowd, Mr. Spencer determined to trust to his luck and gave the order to let go. The balloon shot up, the hot air-gas was not to be had--pouring from the fissure. The aneroid soon marked 600 ft., and the parachutist was beginning to get ready, when the balloon suddenly collapsed, and, after a vain endeavour to loosen the parachute be fell like a stone! During the whole of that fall he was conscious, and felt no fear, only adm wonder as to when he would strike. Twice he turned completely over, and then crashed on to rocky cliffs 150 ft. above the sea level. Some Jack Tars among the horrified spectators rushed to pick up his remains, and found him not only alive, but conscious.

The current topic of the week is Mg. N. M. Wadia's proposed charity, the amount of which being merely guess work, has

a rise and fall like the 'Bombay tide.' It-rises tu che crore and a half and falls down to one third the sum, and thus nobody has any definite idea of the real amount. The proposed charity may be very nice in its way, but we doubt the real practical utility of it. Mr. Wadia thinks of benefiting the whole world, but com. pared to the magnitude of the scheme, the amount even at its maximum will be found infinitesimal. CONSIGNEES of Cargo are hereby informed that all Goods are being landed at their risk into the Godowns of the Hongkong and Kowloon Wharf and Godown Company, at Kowloon, whence and/or from the wharves delivery may be obtained.

No Claims will be admitted after the Goods have left the Godowns, and all Goods remain ing undelivered after the rst prox, will be subject to rent.

All Claims against the Steamer must be pre- sented to the Undersigned on or before the 4th prox, or they will not be recognired - Yo

All broken, chafed, and damaged Goods are to be left in the Godowns, where they will be examined on the 1st prox, at 3 P.M.
