9.40a.m. His Excellency Tao Mu, the aged ex-Viceroy of Kwangtung and Kwangsi Provinces, whose retirement was recently announced, died at Canton after a long illness at one o'clock this morning.

5th October. Theodoro Price, in his examination of the U.S. Govemment's report on the cotton crop concludes that the figures indicate an exceed ingly small crop, and prices must go much higher.
(Shanghai Mercury.) Russia Bluffing Again,
LONDON, 5th October, The festivities at Shigka Pass, with the pre- sence of the Russian Grand Duke and officers, as well as the sending of several torpedo-boats through the Dardanelles which is contrary to the Treaty of Paris, and the arrival of Duke Nicholas. on board an ironclad at Constan- tinople, are regarded as indicating that Russin has some definité object in the Bosphorus.
It has also transpired that Russia has asked the Saltin for two coal stations, one in the
Egean Sea and the other in the Black Sea.

A MUNICIPAL COUNCIL WANTED.
Sir,-1 beg to submit, for the consideration of the Legislative Council and the public, that the provision of a sum of $100,000 only in the forthcoming year for the purpose of compensa- tion for the resumption of insanitary properties
cannot be considered as by any means adequate in view of the enormous nature of the task which requires to be dealt with and of the annual recurrence of plague with its resulting quarantine and damage to business.

The insanitary buildings problem cannot, think, be satisfactorily solved by occasional votes of $100,000 but can only be settled upon siniilar lines to a Naval ship-building programme, that is to say, by the preparation of a definite and thorough scheme of improvements, spread over a certain number of years, say five or seven, which scheme should be vigor ously and continuously carried out altogether irrespective of any changes in the personnel of the local Government.
I must confess that personally I ma in favour of a Municipal Council being started in this Colony, for I am firmly convinced that the representative body is absolutely necessary for the purpose of streng-

2. In paragraph 3 of my despatch No, 425 of the 19th December last I informed Sir Henry Blake of my desire that the same principles should as far as possible be adopted in regard future appointments to the preparation of a sterling scheine for to the Hongkong Government service as had been already laid down in the case of the Straits Settle ments. That despatch was crossed by Sir Henry Blake's despatch of the nth Decem ber, in which he submitted a scheme of sterling salaries.

6. Turning to details and taking the highest appointments first, I agree to the salary of the Chief Justice being fixed at £2,000 a year. The salary of the Colonial Secretary should be fixed at £1,600 as in the Straits Settlements. The post of Attorney General has been offered to and accepted by Sir H. Berkeley on £1,500 a year: and, I think the Paisne Judge should receive the same salary as the Senior Puisne Judge of the Straits, viz., £1,300 per annum.
