HONGKONG AND THE BUDGET.

General respecting the establishment of British Post Offices in the Treaty Ports of Eluna-should-be-adopted without delay, as reports are constantly coming to hand of other powers opening offices which must, sooner or later, reflect on those that a short-sighted policy prevented from being opened at an earlier date. The in- crease of population and the brisk trade between here and the Philippines contribute to not the least noteworthy of our sources of revenue. The Colonial Treasurer estimates that $90,000.00 will be derived-next year from the slaughter houses, and sheep, pig and cattle depôts. Included in that large amount must be the fee collected on cattle Viewed in the light of a financial state-landed here for re-export to the Philippfue. ment the Budget for 1903, as introduced at And as this is but a comparatively new yesterday's meeting of the Hongkong Legis-source of revenue, we must look to a great lative Council, must be considered as a fair advance in trade with the newly acquired length the and clear exposition the prospects of the possessions of America when Colony, and an adequate definition of its Philippines are pacified and the Islands are present position. Although it is thought opened up and developed to their greatest advisable to raise a loan in order to incet extent. Large as has been the expenditure on the excess expenditure over estimated water-works in the Colony, which promise revenue one must bear in mind, when deal to further increase in the immediate future ing with the statistics, that the action is they must be regarded as an extremely BLEND more than justified by the fact that for some remunerative itens. The amount expected years to come-the-opening-up-of-the-many_to_be_taken in under the heading "water sources of revenue must necessarily entail account" for next year totals up to a quarter an extraordinary expenditure. According million dollars, or nearly one-third more than the estimated figure for the current to the extensive statistics compiled by the Hon. A. M. Thomson, Colonial Treasurer, year. Reviewing the propects of the Colony the estimated revenue for the present

as reflected in the steady advance of its year was $4639,531:00, whereas the return revenue-deriving powers there is cause for to the Colony for 1903 is now placed at congratulation on the part of the officials $4.933.295.00, or an increase of $293,764.00. responsible for its successful administration, This may be considered as satisfactory by of the inhabitants who contribute to its reason of an indication of steady growth; expansion, and of merchants and shippers who form the bad bone of the wealth and but turning to the estimated expenditure we also find a large increase. For the year prosperity of any nation.

Extra- 1902, including Public Works ordinary, the expenditure was estimated at | $4,561,193.11, whereas next year we may he called upon to meet an increase of $1,084,408,12, or a total estimated expendi ture of $5,645,001.23. The ordinary revenue for 1903 is reckoned to bring in $4,583,295. and the ordinary expenditure is put down at $4.714,501, thus leaving a deficit of $131 206; but to this total has to be added the estimated expenditure upon Extraordinary Public Works, 8931,100, while the revenue to be derived from land sales, estimated 10 realise $350,000, makes a further deficit of $581.100, or a total deficiency of $712,306 odd. Turning to the question of estimated revenue be derived next year, and dwelling in detail on a few of the more A. S. WATSON & CO., prominent, we find that one of the most fruitful sources of funds is expected to be contributed by the New Territory where grants of Crown leases will in all pro- bability involve a large increase in rent.

It is, of course, only a natural state of affairs now that the land claims are gradually being settled, or have practically been completed by the Land Court, to find the revenue showing substantial increases year by year. Everyone must agree that it is time the Kowloon territory com- menced contributing her portion to the revenue of the Colony, and it is gratifying to realise the Government anticipate such a satisfactory increase within the next twelve months. The expenditure on the Hinter land has hitherto far exceeded the moderate estimates of the Hon. J. H. STEWART LOCK- HART in his report in connection with the

THE ONGKONG REGIMENT.

FAREWELL REVIEW.

The Hongkong Regiment presented a fine spectacle as they were drawn up for parade at a quater past four this afternoon at Happy Valley. His Excellency the Governor, Sir Henry A Blake. G. C M. G. arrived on the ground at about half past four accompanied by Capt. Arbuthnott, N.V.O., Colonel L. E Brown, R.E, Officer Commanding Troops, Major W. A. C. Denny, D. A. A. G, and the native A. D. C All were mounted and were

"greeted with the general salute,-

His Excellency and staff then proceeded to inspect the troops, and their white uniforms, and feathered helmets, made a fine contrast with the trim khaki dress of the Hongkong Regiment and their broad yellow sashes and white leggings. When the inspection was finished the Regimental Colours were trooped an imposing ceremony that lasted about a The Battalion then quarter of an hour. marched past in the slow and quick steps and received the greatest ovation from the large assembly. It is worthy of note that among the spectators-present-word-Lady and Miss Ilake, Rear-Admiral-H. T. Grenfell, Com- ofore and Mrs. Robinson, the French Ad- -miral and many leading Naval, Military and

other residents of Hongkong,

The Battalion formed into line and advanced review order, a general salute was given and the line retired forming three sides of a square.

His Excellency, addressing Major Berger, the Officers, non-commissioned officers and men of the Hongkong Regiment said that he regretted the time had come for the last parade. and his most sanguine expectations in regard to its capabilities have not yet been realised, although it must be remembered that Sir WILLIAM GASCOIGNE, in his lengthy report for 1901, published by us last evening, assigns a portion of the increased value the opium farm to the acquisition of the Ne Ferritory. We fear, however, this is not solely the reason when the abnormal increase over the value of the old monopoly, amounting to about 33 per cent of the Macao Opium Farm, only recently leased, is taken into consideration. Conditions at Macao and

Hongkong are analogous, and to the Portuguese colony-no- extension of its territory has yet been conceded. The revenue expected next year from the assess- iment of taxes is given at $950,000.00 as against $780,000.00 estimated for the pre- sent year.
