MILLIONAIRE'S WANDERINGS ..
IN JAPAN
According to Dr. Barr, a well known, menial specialist in the United States, there is living in Japan an American millionaire, who, instead. of living in luxury and ease, prefers life among the outcasts of the Far East.
Years ago he was one of the greatest specialists in America, and was provided with vast sums of money, for the purchase of such instruments and assistance as he needed. His reputation was very great, and he amassed a fortune of over £2,000,000. Thes be took to dissipation, which soon led to his downfall, and though rich and. handsome, with cultured and festhetic tastes, he wandered away from the United States and took up 2- life of revolting excesos among the “honins,” or gravediggers and social outcasts of Japan.
He caused his body, to be tattooed over every inch of its surface, and after a time returned to America, exhibiting the work of the Oriental fattooors, to anyone who would care to look at it. A great dragon, perfectly shaded in every detrű, adorned his back, while other designs were scattered over other parts of his body,
Be was, however, cut by all his old friends, and turned out of all the clubs, and subse quently returned to Japan, where, in the garb of one of the despised "hanins," he wandered about the country with a performing bear and a harem,
His next freak was to hire a squad of Japan- ese boys, practically buying them outright from their parents. He dressed them in mili. tary costume, and opposed to them an equal number of trained monkeys, dressed as Chinese soldiers.
Then, for his entertaiment, the Chino-Japan- ese war was constantly renewed. The contests were bloody and brutal, and rewards were offered to the boys to urge them on to further atrocities.

Although the month is not yet over a tragic record for August his been thus longes- tablished, nd this fact has, to some extent, damped the public enjoyment of the holiday- month.
THE CHANNEL SWIM,-
While speaking of water it is impossible to pass by entirely the two, gallani attempts to swim the Channel, which have been made this week. Holmes taking a leaf out of Capt. Webb's book made his. start from Dover, in very favoumble weather, but in Mid-Channel was attacked by cramp and sickness and bad to be taken into the tug. Holbein's at- tempt attracted far more attention in re- cognition of the pluck, which after two failures this summer was yet determined to master all difficulties. He made a magnificent fight of it but a strong tidecarried him some miles past his goal, when the task was almost finished, and finally unable to struggle gast a strong backward current he was, much against his will, taken out of the water only half-a-mile from shore.

THE ARIT LIBEL CASE would, at any other season, have provoked much political excitemen'-even as it is the maiter is regarded in a. inild way, as the sensa tion of the week. Mr. Markham's retractation and apology could not have been more ample and unreserved, which makes it the more difficult to understand how he came to be so completely deceived in the facts at the outset, Anyhow, there is little doubt that the Young M.P. has very considerably damaged his chances in the Parliamentary work, for a comparatively unknown man, cannot with, impunity make and reiterate unfounded charges of a serious nature against a firm of world reputation. "Nothing more than gang of thieves and swindlers" is extremely strong language to employ without incontestable evidence to go upon.
ECCLESIASTICAL,
An important movenient in the Roman Church is greatly exercising, ecclesiastical -circles-in ́London. It seems that - the long- standing differences between the "Secular”, clergy, and the Orders has come to a head, and some of the former, unable to gain a hearing at Rome and finding their pastoral work greatly hindered by existing conditions, are meditating the consecration of a bishop of their own. Spiritual priority would still be acknowledged as the right of the Holy See, but considerable administrative freedom would be retained by the secular" bishop on the conduct of his diocese. Closer relations with the Anglican Church is also mentioned and the taken would "be invited to acknowledge the position of the new party. How far this scheme will ever see fruition cannot presume to say.

LONDON, August zotb. ROYAL VISITS... The cruise of the King is effecting a twofold purpose His Majesty's health is being thereby renewed, and at the same time royal visits are being paid to parts of these isles, which have for many years been strangers to such faveurs, This weak, the Isle of Man and the West of Scotland have received the King and Queen with great enthusiasm and it is rumoured that Ireland will shortly be included in another cruise. It seems a pity that the Channel Islands, should be overlooked in this round,
for the day may come when the loyalty of Guernsey and Jersey may be of great value to the Motherland. His yachting tour appears to bave completely restored the King's health.
To the very numerous Alpine accidents of this season there has been added this month an unprecedentedly long list of drowning fatali- ties at the various seaside resorts of this coun- try. The majority of these cases have been children overtaken, by the tide, but, several adults have been caught in the same way and some bathing; and boating accidents attended by loss of life bave also occurred.
