If His Excellency Major-General Sir W J. Gascoigne will long be remembered in Hongkong for one thing more than any other, it will decidedly be for the services he rendered to the Colony in administering the Government during the absence of H. E. Sir Henry A. Blake, our Governor. Eight months ago to-day he took over the reins of office, and during the short tenure of his administration has piloted us through anxious and difficult times. leaving the mark of his strong personality deeply written on every portion of the community with which he has been officially connected. His administration commenced at a time when Hongkong was in the midst of suffer ing consequent upon the severe drought and a serious visitation from cholera. His Excellency was most deeply affected by the sufferings of the community, and greatly struck by the patience and forbearance with which they were borne. Many measures were adopted to remedy matters and at length the welcome rains poured down, and the cholera was checked. 'Then His Excellency was busily engaged with Corona- tion celebrations having first seen to the despatch of our representatives to the home country and then assisting with the programme of local rejoicings. The sad news of the enforced postponement burst on the Colony, and it was the gallant Major who first suggested the cabling of a message of sympathy to His Majesty. To the Corona. words of advice, and the amicable solution of the difficult problem associated with the new park at Kowloon will not be the least noteworthy of his efforts on behalf of the community of Hongkong. The consumma tion of the Coronation celebrations, next claimed his attention, and at a special meeting of the Legislative Council His Excellency proposed the despatch of a con. gratulatory message to King Edwards. Of his work in the legislative chamber much could be written, and although the measures which have actually been adopted are of no very great importance that which constitutes the close of his able administration will undoubtedly prove one of the great turning points in the history of the Colony. The Pub lic Health and Buildings Ordinance, 1903, providing for many noteworthy changes was to have come up for second reading on the 7th August, and notwithstanding the fact that His Excellency was against postponing the

Owing to the competition for the President's prize, which is in full progress at the Kowloon Bowling Club's green there are large attend- ances nightly, The first of the last four ties for this valuable trophy was played off last night, and was won, after an exciting contest, by Mr. A. Laverton, who defeated his opponent, Mr. A Ritchie, by 21 points to 17. At the beginning of the game it appeared as if Mr. Ritchie was to pull off the event, for he obtained double figures to a very short time by excellent play. His opponent, however, wakened up with a full end to his credit, and gradually pulled away leaving Mr Ritchie standing for a long time at 13. Mr. Ritchie then obtained a four, but so.
