NOTES AND COMMENTS. Are High Rents Justifiable ? There will always be a great diversity of opinion regarding the question of house THE BEST AND MOST EXPEN-rent in Hongkong. From the tenant's point of view he is paying at an excessive rate, while the landlords opine that it is a matter of absolute necessity to adopt such a high standard. In justification of their assertion it is pointed out that many people have only looked at the question from the tenant's standpoint, and fail to realise the many financial difficulties with which they have to contend. In the first place, the amendment of Ordinances and the passing of new measures must necessarily involve .additional expense, and whether this is going to be borne by tenants is a matter about which at present there appears no alternative.
