The Daily News Paris correspondent tele graphs that the French Government is likely to quarrel with Korea, and suggests that this is why the Russian press is regretting Lord Kitchener's peace arrangements. The corres- pondent adds that Russia would like France to act with quick decision, but not to plunge utterly. The correspondent also adds that the danger lies in Japan buckling Korea and also in the Anglo-Japanese Treaty.

"From the 1st of the 5th Moon all the shops issuing cash orders and silver orders will only be allowed to open business until the Treasury has examined the books and is satisfied that sufficient capital and security exists,, when a proper certificate will be given to that effect. Only under these conditions can cash and silver notes or orders. he issued. if any one applies to cash an order it must be met at once and paid in good cash or in dollars at a rate of exchange settled by the Treasury. Silver orders must be cashed in silver of proper weight. If any cash shop refuses to meet an order its certificate will be withdrawn, and a fine will be imposed. All applications for cash shop certificates must state clearly the names of owner and manager, the amount of capital' and security, which security must either be some established firm, lands or houses, or personal guarantees on the part of certain persons for a certain amount. All cash shops not properly licenced will be closed on the 1st of the 6th noon.”
It is hoped that this will help matters some what, and if only the T. P. G. remains in power another year we may see financial matters on a sounder basis than they have ever been as this measure would be followed up by others, T.: G. proclamations are not waste paper notices as the Chinese are but are followed up.
Three indian' regiments are on their way here to relieve thes going bome, but it is not Certain yet whether the remaining two will be also relieved or be withdrawn. This is quite independent of the R.W.F. with whom we have six regiments up bere altogether.
