KITCHENER AND THE BOERS.

LONDON, June 4th, Our Pretoria correspondent says that when the Boer delegates left to notify the Com- mandos of the good news that bonfires were lit along the railways. There was great rejoicing and Briton and Boers fraternized, singing patriotic Bongs together. General Lord Kit chener, in an address to the delegates, said that if he had been a Boer he would be proud of their stubborn resistance and the fact that they had done so well. Burgher Deyers, in his reply, said that he was proud to meet Kitchener as a friend,

General Botha has circularized the burghers exhoring them to be loyal to their new government.

SANITARY BOARD.

There was not much business transacted at the meeting of the Hongkong Sanitary Board yesterday afternnoa. Those present were :- Dr. J. M. AN INCORRIGIBLE, LAD. An old Indian watchman, by the name of Bux, has a grand-sen, ten years of age, and he wishes to see what can be done with him. While the grand-pa is on duty, the mother of the young chin scens to have no control over him. Instead of going to school he goes to mix with bad company, and learn the art of pilfering. The old man appears to get sick of the boy, and wants to get rid of bim. In the eyes of the law the boy is too young to be punished, but we would recommend grand-på to give him an occasional thrashing and see what the Befilios Reformatory can do.

With reference to the methods to be adopted for plague prevention Mr. Osborne, refening to the proposal to advertise in the Chinese newspapers, said that the people of the lower classes of Chinese were accustomed to certain methods and that the Board had better follow their methods, which was to advertise in

great flaming colours in the same manner as the Canton authorities.

The President said it was proposed to issue 2,000 placards in Hongkong and Kowloon.

Mr. Osborne thought that 50,000 would not be out of place.

Dr. Clark agreed with Mr. Osborne in this respect and said that if they wished to reach the conlie class they must follow the methods by which the coolies were reached in their own country.

BOARDING HOUSES.

The Secretary laid on the table draft Bye- laws e Licencing Regulations and Sanitary Maintenance of Boarding Houses.

Mr. Osborne suggested that the Government be asked to prohibit the licensing of boarding houses in crowded portions of the towo. Dy enforcing such prohibition, he was inclined to the opinion that they would effect some good in preventing overcrowding by forcing the people who lived in houses licenced by the Govern ment, such as boarding houses, opium-divans, laundries, bakeries, and such concerns, as far as possible-not altogether, perhaps to the

outskirts of the town.

SNATCHING. Temptation was evidently too strong for a Chinanian who.shuffled into the dock to answer a charge of theft. He snatched a gold earring from a native woman, and then bolted. He was led from the dock by the queue, and now works, in the Goal, where he remains for six weeks..

THE TALE OF A STEAK.

A good, thick, and substantial porter house is responsible for mich, and the many attacks so frequently made upon it has produced great discord between vendor and purchaser. The latest yard was spun by a mechanic from the warship Afanadnock, who went to spend a merry evening with a couple of shipmates in & Wellington Street restaurant. Stenk figured on the menu, and steak was ordered. The trouble began when the steak came along, for the seamen argued that it was not conducive to the best interests of their digestive organs. It might have been 100 tough, too high or even too small; but the tars would wait no longer and inade a move for the door. The man in charge barred the way, and wanted them to pay for the uneaten porter- house. This they refused, and the mechanic, picking up the pale threw it at him causing a At the request of Dr. Clark, Mr. Hallifax in wound on his chin.
