The Financial aspect of the Bill is really a serious onej It is urged, and probably correctly, that when the Church schools receive rates, pri - vate subscription will at once fall off. We pay the rnies to educate the children, why should we do more?" Mr. Balfour thinks this difficulty will not arise, and that local expenditure will not be very greatly enhanced. It cannot be said that any practical men of business agree with him. The Bill means an increase in the School rate in most parts of the country, and in the impoverished agricultural districts, this will cause distress. So far the Government has not handled this part of their subject, at least not, with any detail. There is, of course, a remedy. Nicoll, and engineer Peria has resigned. -the establishment of a national grant to education as apart from local rates. When the other points are threshed out, it
may be that some such scheme will be devised to meet the
financial trouble,

LIFE DEPARTMENT The New Business of the year consisted of 1055 Polices assuring £642,141, while the New Premiums included in the Account amounted in gross to £26,268. The claims by death, £145,616, were within the amount, expected. The transactions of the year resulted in a sur- plus of £134,395, and increated the Life As surance Fund to £2,445320
