One of Yuan's preparatory arrangements is, for a foreign affairs Bureau here, which will deal with missionary disputes and all other matters connected with foreigners in this pro: vince. Mr. Tsai who was formerly connected with the Naval college, and was on the Municipal Council here, is appointed Director and is an excellent man for the post.

The chain of circumstances that led to the establishment, on its present firm basis of British power, in this distant quarter, is an ex- ceedingly involved one. Ahern, Ninth United States Infantry, gives a very thorough account of the timber lands of the group, the character of the timber and the regulations in force governing woodcutting on public and unregistered, private lands. These regulations were inherited from the Spaniards, and have been adopted with little change by the present Philippine authorities.
