AUTOMATIC TELEPHONES,

The automatic telephone is now in every day uso lo several Anterican cities, one of the largest installations being at Fall River, Mass., where there are seven hundred, subscribers, By this system the exchange girl is dispensed with, each subscriber connecting himself with aay other asho wishes. There is a numbered disc attached to each telephone, containing holes marked too. The number wanted is turned round by the subscriber on this, and he is at once connected. If the number is en gaged there is a buzz-signal announcing the fact.

The apparatus at the central exchange by which this inter-connection is rendered possible is very elaborate, but seems to work admirably in Fall River. For instance, only one attendant is needed in the switch room, and on Sundays and holidays the place can be locked up and left without any one in charge. The makers of the system claim that the connect on can be made in a second. In actual working, five seconds is fair time for getting on to any desired num- ber. It is needless to compare this with the system now operating in London,

The best proof of the possibilities of the automatic telephone is found in the fact that its use is steadily extending in America-a land where competition in telephony is ex ceptionally difficult, owing to the power of the great telephone combine There should be room for such a method in England.

A COLONIAL READJUSTMENT.

(St. James's Budget.)

THE HONGKONG TELEGRAPH, FRIDAY, MAY 23, 1902.

* THE YELLOW DANGER."

A crowd of some 1,500 parsons assembled: on the morning of 17th ult, at the Northern Railway Station in Faris to meet Colonel Marchand, who, however, did not arrive. He reached next morning, having stayed over at Cologne. He informed a representative of the Journal, in reply to certain criticisins published by several papers in England regarding the French Marine Infantry, that if the French Colonial rangs were severely, tried, it was because they had alrendy been weakened by a smy of two years in fudo-China, and they arrived in China in the bad season. The Colonel then spoke of the different troops which he had an opportunity, of seeing in China He considered the British officers

Excellent-perfect," but was of opinion that the Indian troops were of no value. He further remarked: Chinese society seems to me to have an excellent basis in the family spirit and even in municipal organisations, but besides this there is nothing.

China

will never be dangerous until she has an administration, a hierarchical organisation. She is a gigantic body without spinal column or nervous system, and is incapable of obeying a single impulse. If a yellow Napoleon were to arise he woukl find soldiers. The Chinese are alrerdy good soldiers and brave, but where would the yellow Napoleon find his officers

and administration ?".

At the annual meeting of the Society for the The most comfortable family. Hotel in Hongkong. United States, Canada and Europe, in connection with the GREAT NORTHERN RAILWAY and

Propagation of the Gospel, held on 24th ult., Mr. Clement F. R. Allen, formerly British i of the "yellow peril," because the Chinese, who Consul at Foochow, said that he was not afraid

There was a great deal to admire in Chinese institutions, and their religion was so good that we often failed to see how bad it was. ile who said that cast said they wanted to save Kipling's young man Suez "there ain't no Commandments from himself, and the Chinese from him. He added that if the Dowager country, attempted to stem the tide of civilisa- Empress of China, the virtual governor of the tion she would never succeed.

PASSENGERS BOOKED FOR THE FAR EAST.

The problem of the administration of the Colonies and their relation to the Mother Country is one of peculiar and unique interest to the British people as a whole, because in at tempting to solve it it must stand alone. In the development of eduction we can fortify our selves by reference to the highly developed system in vogue in Germany; in considering the question of temperance reform we naturally examine the patent schemes of Scandinavia; but in the organisation of our Colonial Empire we cannot make any comparison of the kind, for the simple reason that no other nation, race, or people is confronted with like conditions. Others have not yet reached its but they have never presented the same high degree of independent vitality that marks the British Colonies of to-day, and this is certainly due to the mistake or limited aims which marked the Colonial policies of the nations which founded them. Sir Hubert Jern ingbam, in his address given on Tuesday to the Royal Colonial Institute, clearly sketched the Colonial enterprise of our own and foreign pco- ples, and emphasised the need for realising clearly that the British Colonial empire is already unique, that it is very rapidly altering, and of examining very carefully the machinery which has so far served for the joint relations of the Colonies and the Mother Country,
