Moreover it is difficult to see how, from a trading point of view, it is of any geographical importance. In these circumstances a moment's reflection will show that either it, or New Town, is a superfluity notwithstanding the fact that large sums of money themselves seem unable to explain the raison detre of the two places; at any rate no definite plant bas yet been authoritatively made known. Economic conditions may be expected to operate against two towns proximately situtated and possessing.no natural wealth or resource of their own. The one thing about Port Arthur which the Russians have done thoroughly is the town's defences. Without going further into this matter I will merely say that to the ordinary observer the Fort either from sea, or from land side, seems impregnable; it will be a surry day when any Power or combination of Powers attempt its invasion.

Mr. Hughes at once jumped in and rescued the man.
