A clear and succinct statement, drawn up by Mr. Chatham, Director of Public Works, of the Ordinances and Regulations under which the operations of the Public Works Depart ment are carried on, of the present staff and the duties discharged by it, and of the expendi ture on account of the Department from 1894 rogo, will be found in Appendix No. 2

The avidence regarding roads shows that road-making in this Colony is not an easy matter, and that opinions vary as to the best mode of constructing roads, and the most. auitable materials to be used in such con struction. Amidst such a variety of opinion it is difficult to arrive at a definite conclusion, but, as the present condition of the roads cun- not be regarded as satisfactory, the Commis sion would urge the necessity of every attempt being made to bring them into a state credit able to the Colony

The attention of the Director of Public Works should also be directed to the eviden given before the Commission regarding roads as the preponderating weight of that evidence tends to show that the present mode of con
