The Acting Attorney General said-may it please your lordship. As this is the first ac casion upon which you have taken your sent on that bench after your appointment to the post of Chief Justice, the members of the legal profession of the Colony have thought it proper and fit to come here this morning to congratulate you on that appointment. My lord, you are not a stranger to us: somewhere about twelve years ago you came here as Attorney General and, if I am correct, on three occasions during that terms of years you have acted as Chief Justice also. 1 believe, you have acted as Colonial Secretary which, although it has nothing to do with out profession, has at the same time, if one might put it in that way, given you an insight into what I may call the internal economy of the Colony. With that experience is seems to be a subject of con gratulation to the whole Colony, that the one who has been appointed to the position is so well versed in the laws and customs of the place. Before you came here, as ! gather from the Colonial Office List, you were Attorney General and Chief Justice in British Honduras, and I think that I may say 16 years ago you wore a Chief Justice. That seems to me to sum up the whole matter and shows that there can be no better man appointed than yourself. Therefore, it simply now falls on me to tender the bearliest congratulations of the members of the legal profession to you, and in doing so to express our firm conviction that you will worthily maintain the dignity of your high office in the same way as your predecessors, in Hongkong have done before.

DISCUSSED BY THE SANITARY BOARD.
At yesterday's meeting of the Sanitary Board discussion took place regarding the proposed erection of a public urinal in tec House Road. The gist of a petition and other matters relating to the subject were given in our issue last evening..
The President in his minute upon the correspondence remarked "Will members please state whether they think that a similar reply should be sent as in the case of the American Consul's letter."
The Registrar General minuted :—” I agree, but should like to know when it was definitely decided to build this urinal in Ice House Street?"

If this site was selected more than a year ago and if people wanted to object, I think they ought to have objected before the contract was eptered into and the work actually commenced, which is the case here. I do not see how we can possibly reconsider our decision. Of course the minutes of the Public Works, Committee are laid on the table at the meetings of Council and are available by the newspapers.

I do not consider that the mere placing on the table of the minutes of the Public Works Committee is a sufficient notifi- cation to the people of the neighbourhood that this thing is going to be moved under their very noses. 1 think the site that has been elected, and which, as I say, I do not think was referred to the Sanitary Board; is not a good one. As is set forth in the petition by the people in the neighbourhood the road is a high- way to the Peak and the upper levels and it is a narrow street, surrounded by hotels, offices, and private buildings.
