WEI-HA-WEI, February 12th. 'THE NEW COMMISSIONER. The Colony has received with keen satisfac tion the news of the appointment of the Blon. J. H. Stewart Lockhart, C.M.G., as 'Commis sioner. It is the most convincing proof we have had that the British Goverment-that Government of which, in the past, Britons abroad have had so much to complain-is not going to abandon the territory acquired in 1898 under circumstances of such critical interest: that the rumours of handing the colony over to another power" of which we heard so much last summer, are without foundation. Last September I personally received an assurance from the Colonial Office to the effect

that

The appointment of Mr. Lockhart is significant and unequivocal act which sets the seal of confirmatior to that assurance, One may take it, I think, that the days of shirking of Imperial responsibilities, of apathy towards Colonial interests, are passing, if they are not past. If the credit for this welcome change is to be placed to the account of any two persons more than others, it would seem to belong to

two

men diametrically opposed in their methods and ideals. I refer to Mr. Kruger and Mr. Chamberlain. It is a strange fact, that the antiquated and illiberal policy of the one, culminating in the ultimatum and the war, and the new Imperial policy of the other, should have together mat crially assisted, consciously or unconsciously, in the same great work the closer union of "all the British Dominions beyond the seas." The site of the new Commissioner's bouse is à question at present exercising the minds of the community. Is it to be on the island or the mainland; and if the latter, where? The latter we hope it will be. There is a sense of freedom,

of Old Helvellyn. The highest point is Mt. Macdonald, 1589 ft., but that is in the extreme south of the territory, some 15 miles away, and by no means easy of access, Another striking range of hills is the one which contains Mt. Farquharson (1284 ft.) and Pinnacle Peak (1210 ft.); this is almost as remote. To reach these distant parts of the territory a new road is projected which, after following the coast to the boundary and nearly as far as Kimin Island, strikes inland, skirting these ranges, and joins the Chefoo Road by the Fourth Lagoon. By following this route it will be possible to make a circuit of the whole territory, except the wild northern section that ends in the far-reaching promontories of Long Point and Cape Cod. The total distance would be 50 to 60 miles.
