The Sin Win. Pas gives us an interesting account of certain eilucational enterprise in Canton which is the subject of considerable official correspondence. It appears that a wealthy Jew of Hongkong and a wealthy Chi

nese of the same place, Liu Ioling, have subscribed a large sum for the purpose of open ing & School in Canton for the sole purpose of teaching English: The Viceroy Tho Mou was asked to give his official enriction, which he did. The regulations were, in his opinion, very satisfactory, and he would, give all the help possible. The petitioners even naked him to become, President, and though he declined the honour as necessity, be promised to stand by the school.

The prefect of Canton, Hung Chia-yu, how ever, was suspicious that the school was a deep 'laid English pleit to capture the people's hearts, and therefore prayed the Viceroy to stop fur ther progress. The Viceroy replied very sharply. to the Prefect upbraiding him for his suspicions in a long d-spotch reproduced in the columns of the Sin an io, The Treasurer banded The Viceroy the remarks of the Prefect on the School which was named:. "The No-rish- Talent School" The Viceroy acknowledged that the Prefect's petition was prompted by loyalty and fear lest his country should auffer. But his auspicions and forebodings were exressive. If we were to follow this prefect's advice the patriotic ardeur of Chinese would cool, and the development of Schools would be arrested. Herce the Viceroy begged to differ in tata from the prefect. The latter's evident desite was to avoid England and make an alliance with Russia. Herce, wherever he saw the English' doing anything, he at once suspected a plat against China. But the Vice rog, while not denying that England, as other countries, was capable of deep designs, yet held that if China hestirred herself and pro- gressed in strength, even deep designs would fail of their accomplishnient. Such suspicions attach to all the powers, as we constantly see in the newspapers. Why then should the pre-period of the year, in the guise of reurns to be fect specially single out England?

Look at England's present position in Hong, kang and Kowloon and you will see the ab. surdity of your suspicions of this school. If she really wanted to seize the province of Kuangtung, she is in a position to do so, for she already holds the keys. She surely would not count on this schont as essential to her ships and armies. But she has no such desire. The Prefect's petition says that England after swallowing Kwangtung, will snize the Yangtse valley, Horian and Shansi. This idea is still more absurd than the other. Surely if she had this desire she would go about it some other more direct way. She would cer tainly not expect a little school in Canton te accomplish so much!
