A RUSSIAN MOVE.

Mr D. D. Pakotilo, Co-manager "of the.. Russo-Chinese Bank in China and Japas, bas presented a petition to the Chinese Pienipoten taries praying toe the sole rights for the con- straction of a railway line from Peking to Kalgan, a distance of some 130 miles. It is believed that even if the petition, be granted immediately, the line will not be commenced this year, but that the Russians are anxious to get ahead of the British in obtaining this im- portant concession.

JAPANESE · ENTERPRISE.

Since the Boxer trouble the number of Japanese residents in Tientsin has increased. by leaps and bounds to about 2,500 Mr. Nishimara, the proprietor of the. Tientsin Daily News, a Chinese paper, is prepar ing to publish a Japanese weekly paper in Tientsin. The first issue is to appear on February 1st. Mr. Nishimara is a good Chinese as well as "Japanese scholar and will edit the paper himself, It's said that he will soon start an English paper, but as he does not understand much of the language, is desirous of engaging Mr. Yuen Tung Kwang, a well-educated Chinese, as editor.

THE RAILWAYS.

H.E. Hu Yu Fen, the Assistant Director of the Northern Railways, had an interview with Sir E. Satów, the British Minister, a few days ago, and asked him when the railways would be handed over to the control of the Chinese Administration. To this Sir E. Satow replied that Yuan Shih-kai was not considered to be a suitable man for the position of Director General of the Northern Railways and that the line could not be returned to China until another man had been appointed...

It is said that the British Minister, Sir Satow, refuses to discuss the question of the handing back of Tientsin Native City a long as Jung Lu, the notorious Boxer leader, holds

But the beam bad petered out even before "that lucky Company had finished its sales. Today is land for sale all over the there town, but it seems to be thought that, if that fact can be kept dark, boom prices will some. how be maintained. As a matter of fact sales cannot be effected at these rates, and quits,s, number of those who, are holding out are pay. ing considerably for the accommodation to enable them to do so. But if fancy prices are impossible, land in a favourable position does still fetch a price that ought to satisfy a reason, able owner. The property in Klong Poh Yome-road belonging to the estate of the lale Captain Fowler was sold the other day for 10,000 ticale odd. It was bought by Captain Fowler only a few years ago for 8,000 ticals, so that it had gone up about 25 per cent in value. Stil, agolast that has to be put the fact that be fenced in the whole property, n very considerable item-of expense, And the estate. it may be said, was lucky in the fact that the Chinese purchaser, was anxious to obtain that piece of land for himself; speculators were neither numerous nor cathusiastic at the sale.
