The Colony of) abuan has again subsided into a state of malaise, although the two past, years gave promise ofa rising from the old sleepy state in which it is usually to be found. But unfortunately the revival has been only transitory.

To make matters worse the New Year has sprung a surprise upon the Colony by the promulgation of new taxes and an increase on the old ones. This has no doubt been done by one new Governor in order to bring the Colony into line with the Territory of which he is the Ad- ministrator. It has apparently always been a great grievance to the Directors of the B. N.

Without the establishment of some lucrative and extensive industry in the State it is diffigit to see how the the country is to prosper and improve..

It has often been, affirmed by persons who were thoroughly well acquainted with the country that it was a great pity the Company. at the commencement of iis career, did not constitute itself into trading concern, and do a little less in the way. of making itself a "Government," and thus avoid the temptation of over-legislating for the scanty population which was found on its concession. If such had been the case, in all probability the coun- try would have been better developed, and the Company's Officers would have had a better knowledge of its possibilities and requirements.

CANTON, January 29th. THE CLOSE OF THE YEAR. "There are many things to remind us that the Chinese New Year is at hand. The annual house cleaning is in full swing. The streets are piled high with furniture and the old signs and paper rods are being washed away. Many of the large Arms have practically closed business. Their doors are closed and all within are busy with accounts. The yamens "funged" the seals some clays ago, and will not open until the 19th of next month. The Newspapere will not be issued from In-day until after the New Year. Passage boots will stop running in two days and the customs will be closed on the 28th and remain closed for several days.

According to Chinese customs, if the health of the Viceroy continues bad and he applies a third time for permission to retire his .petition will be granted.
