Looking impartially at the matter we do not see that any charge of wekness can be laid to the account of the Empess Dowager, nor do we for a moment thin that she is swayed hither and thither by the counsels oftier advisers. If such were the case we fail to see how she could hav maintained her position at the head of afirs in China for so long, and the planning and successful carrying out of the coup d'etat can scarcely be regarded as the act of a person either physically or intellectually ivez.
It is far more likely that thina's policy has been prompted by the Emiress Dowager herself and that if the swaying process has been indulged in at all it has been carried out by her courtiers, who has been forced to modify or accentuate their dews accord- ing to those of their Imperial Mistress. She has been trained from earliest fancy in the old conservative school and, according to her own ideas, she has ben consistent throughout. What we fancy many people fail to see is that any change of front on the part of the Empress Dowagers dictated by policy. Her aimiability, on the occasion of the visit of the Legation ladies was a jert of the plan she was carrying out, just is was her recognition of the foreimers of her re-entry into Peking and he subsequent gracious message to Mrs. CONGER, the wife of the American Minister.*
