The Marquis of Lansdowne said that a reduction of British troops in China would depend on the condition of the country and the action of the other Powers. He further stated that despite the maintenance of 200,000 troops in South Africa, there was hardly any empty barrack room in the Kingdom. 4. THE DEBATE ON THE ADDRESS. The debate on the Address in the House of Commons turned mainly on the questions of farm-burning, martial law, and the suspen- sion of the Constitution at the Cape.
Mr. Chamberlain justified the Cape Government in abrogating ordinary laws in

that had transpired was the great increase in the
numerical strength and efficiency of the corps a fact that had warranted its being allocated a place in the defence spheme of the Colony. The result was, of course, that in the event of the Garrison being mobilised the Volunteer Corps would hays à particular work to do, one set task to perform. Continuing in this strain the Major-General said that the Volunteer Corps was not alone in the augment- ation of numbers; the Garrison itself had con- • siderably increased since haltook over the command three years ago, and now it stood at ́ only a few then short of the strength of the Garrison al Gibraltar. That the Corps had. been included as a component part of stich an important military station as this was a great honour indeed-an honour he was sure its members would be duly appreciative of especially when it was remembered that of late the eyes of the authorities at home had been, turned very frequently toward Hongkong. Referring again to the growing importance of the Corps,His Excellency, concluding, said it was highly gratifying to bim to contemplate the position it had attaised under him-not through him, he wished particularly to say, but under him--and his earnest hope was that this THE JAPANESE BATTLESHIP MIKA-order of things would be maintained, and that S The official arrangements for the depar cach day would mark another step towards the ture from Barrow of the Japanese battleship attainment of perfection, Mikasa have now been made public. She was to leave Ramsden Dock on Dec, 27, and pro ceed direct to Portsmouth, arriving there on the 29th. By the permission of the British Ad- mirally, she was to be placed in dry dock at Portsmouth, and undocked again on Jan. 6, Providing her trials are a success, she will finally take her departure for Japan on Feb. 1.
A BOON TO SHIPPING :—It is understood that, as a result of the increasing size of vessels now being built for the Far Eastern trade, and particularly the experience provided by the inability of any Singapore dock to accommu- date the Ville de la Ciotat completely, it is practically decided that the Albert Dock at Tanjong Pagar will be lengthened considerably with that end in view. The Victoria Dock is lunger than the Albert Dock but as it is not so broad, its being lengthened would not secure the docking of many modern steamers of large beam.

He has been in the Royal Engineers for over thirty-six years, but his war service does not extend much beyond the Egyptian campaign of 1882. Major-General Gascoigne then pinned the Colonial Long Service Medal on Major Chap man's breast, and the latter responded with a salute. The parade, which His Excellency characterised as a very satisfactory one, was then terminated.
An informal but equally interesting cere- mony was afterwards gone through in the pre- sentation by Major Chapman to Sergeant Gosnold, R.A., of a beautifully-chased silver salver subscribed for by the non-commissioned officers and mea of the Field Battery, on the occasion of the worthy sergeant's approaching departure for home. In making the presenta.. tion Major Chapman gave, expression to a sentiment that will be heartily re-eched by all past and present members of the Field Battery, officers and men alike-that Sergeant Gosnold leaves for England on Wednesday by the Patroclus, and he carries with him the best wishes of all who at any time have come under his instruction.

SUPREME COURT.
CRIMINAL SESSIONS.
(Before His Lordship A. G. Wise, Acting Chief Justice), January 20th,
ARMED ROBBERY. Kwok Wai, Kong Chan Sing, Ng tu, Lam Cheung, pleaded not guilty to five counts, two of robbery with arus, two of larceny, one of receiving stolen goods.
་-
The jury was empanelled as follows: Messrs. A. F. Sorres, C. C. Corveth, W. P.
Lambert, J. Rumsey, A. S. Gubbay, A. M. Baptista, D. M, Graham.
The Attorney General (Mr..W. M. Goodman K. C.) instructed by, the, Crown Solicitor, Mr. F. B. L. Bowley opened the case for the prose cution. Mr. Morgan Phillips, instructed by Mr.
Thomson appeared for the defendants. The
Attorney General stated that, on the 16th of December last, the passenger boat to Fuk Wing was making her usual trip from Hong- kong. When she was passing Castle Peak Bay at about midnight, the four defendants are alleg- ed to have terrorized the captain and crew with revolvers, and then proceeded to rob the passen gers and captain, Chan Yak. From one pas OUR VOLUNTEERS AT CHURCH. senger, Man Yeung, they took $65, in money,
TWO PRESENTATIONS.. There was an addition to the men in khaki about town yesterday for the Hongkong Volun 'teers were called upon for a church parade. Their smartest uniforms were handed to the hays for a good brush up and the neatly creased trousers were taken from the press for the oc casion. The parade was timed fora quarter past ten and all units assembled at Headquarters, prior to marching to the cathedral. The muster was not as satisfactory as it should have been for theic were many vacancies in cach com- pany; nevertheless those, present thoroughly enjoyed the airing and many made, their first appearance, at church since a similar parade last year. Upon the arrival of H.E. Major Gen- eral Gascoigne and the staff the battalion, under Major Chapman, formed fours and, headed by the band marched to the Cathedral where the Rev. R. F. Cobbold preached a most appro priate sermon.
!
On returning to the parade ground the com- pany formed up in column' and were inspected
by H.E. Major General Gascoigne, who after- wards presented Major Chapman, with the Colonial long service medal.....
The company having been formed into three
sides of a square, Major-General Gascoigno, addressing Major Chapman, said the act he had been requested to performs afforded him. the keenest possible pleasure. So far as he was aware, this was the first occasion in the. history of the Corps that one of its officers had received the Long Service Medal, and to be. privileged to present that medal was an honour Major-General Gascogine expressed himself as not slow to appreciate. Major Chapman, he said, had seen twelve years' service as an officer in a Volunteer regiment at home, a Yorkshire regiment, and on coming out to Hongkong
a watch and chain, cigarette holder, bangle and other property. They drove the captain into his cabin, from there inte another cabin and ransacked his room, securing $80, some blan- kets, a clock, bangles, and some articles of food. They compelled the captain to land them, when the boat went on to her destination, with the balance of the passengers, arriving in the early hours of the morning. Man Young, took the next return boat to Hongkong, on which ibere happened to be a constable from the Colony. He related his story and on approaching the place of the robbery of the night before, found that the four defendants were, applicants for passage to Hongkong, not thinking that they would meet their victim of the night before, They were secured and brought to Hongkong on December 17th last.
Evidence was then given, the prisoners being found guilty on all five counts. They were sentenced to seven years hard labour... In addition they were ordered to receive two whippings of 20 strokes each..
