Indeed

the crisis changes like a kaleidoscope each

day, for there are from a thousand to ten

thousand changes daily which it is impossible to picture to your Excellencies. Prince Ching and Wang Wen-shao still retain the semblance of having their country's welfare at heart; bat they can do nothing. As for a simple person like myself, were I to die the death, there is nothing to be regretted; but then I should be culpable in the eyes of ten thousand generations in the fature (for having died uselessly without having done something to save my country in perilous crisis like the present). I call upon Heaven to witness that I speak from the heart. Alas ¡Alas ¦ I see no way at all just now except to hope that the sacred spirits in the heavens will help this country, considering that this dynasty has always shown virtue and kindness to its subjects. At present, I see no way to do anything.

Finally, I would beg to call your Excellencies'

of Spain who recognized no equal except those clad in cowl and gown found it the better policy to keep a firm hold on the reins of government through intimidation rather than

by honest trial. Hence it became necessary that they should have inaccessable places in which to enact their cruel acts" of revenge and so called justice.

Colonel Greennough of the 7th Artillery, now in command of Fort Santiago was the first man to report the existence of secret chambers and passages in the walls of the fort. His discoveries were the direct outcome of the clearing away of rubbish and refuse as a preventative measure against the spread of bubonic plague.. When seen by a re- porter he stated that he did not care to give out any information on the subject at the pres- ent time as he had not been apprised as to what action his superiors would take in the matter of further investigation, as indicative of the

degree of importance they attached to his

discoveries.

attention to the fact that I hope you will not. The discoveries have been made close to the ohey any of the Imperial decrees which may be issued after the zoth of June (1900). It is apex of the wall of the fort, fronting the Pasig to be feared that desperadoes may become

restless and rise up in the regions bordering the Yangtze River, and It is my earnest hope that your Excellencies will take steps to protect your several jurisdictions against disturbances, each man doing his duty to the best of his ability.-Yung Lo

From the above it will be gathered that H. E. Yung Lu is now, at least, very anxious to be on the right side of the fence, as far as foreigners. are concerned.

CHINA AND MANILA STEAMSHIP COMPANY, LIMITED. The new steamer Rubi, Capt. Almond, arrived at Manila from Glasow on the 5th inst The steamer, which presents a smart appear- ance, is fitted up in sumptuous style, and should not fail to impress the American tourists who travel between Hongkong and Manila. From the point of view of comfort, nothing has been forgotten.. The Rubí, it may be stated, is 295 feet long, with a gross tonnage of 2,540, and is intended for cargo as well as passenger traffic.

On her trial trip, when fully loaded, the vessel attained a mean speed over the measured mile of about thirteen knots, being one knot in excess of the guaranteed speed. She was built by Messrs. David J. Dunlop & Co., shipbuilders and engineers, and is an exact duplicate of the Zafire which arrived in part on the 6th inst. from Hongkong, the headquarters of the China and Manila Steamship Company (Limited) for whose service both steamer have been especi- ally built. river.

Outside measurements demonstrate that there is a Chamber fifty yards square close to

the apex that has not yet been examined. A spiral stairway has also been found leading from the top of the wall straight down beneath water-level into a tunnel that terminates in a rude door-way which has not yet been opened. Several narrow chambers containing benches

of hewn stone, just about large enough to allow one man to enter, have been examined and from appearances, and according to legend, it is surmised that they were at one time known

as

"SMOTHERING chambers,”

conveying all the horror the name implies. in fact on the outside of one of them evidences still exist of a time when it was sealed up with mortar and rack and thus made airtight.

If only one fifth of the stories told by the natives are true an examination of the walls especially in the vicinity of the monasteries will reveal secret passages leading into the interior of the city, and chambers containing arms and ammunition and even food also money, to be used in time of siege.

It is said that the investigations conducted at Fort Santiago have already led to the discovery of skeletons, chained to the floors of these under-ground dungeons. However, Golonal Greennough stated that no such discoveries had ever been reported to him-Ex.

A BURIED WORLD.

Some account is published in the Daily News of the remarkable excavations which have been made in the little-known land of Chinese Turkestan by the conductors of a recent expedition. The remains which Dr. Stein describes have been bidden by the sands for the last 2,000 years. They are particularly interesting for the reason that the country wherein they have been unearthed was, in ancient times, on the great commercial route between The following is taken from the Manila China and Europe. The visit of the Russian feel to these waters is in the nature of a social call, but coming close upon the heels of the Russian circus from Vladivostok there are not wanting those who say the Czar does not consider the Philippines sufficiently pacified for the hundred or more of his subjects who compose the circue, to land without protection r so he dispatched a fleet to look after and guard the lady dancers and the Jockeys,
