TIENTSIN DAY BY DAY,

maximum of 20. Th's river is frozen now nearly out to the Bar, and a few vessels stil! endeavouring to lightne their stuff will hardly get through.

A little sparring between German and British soldiers occurred during Christmas, but on the. whole the festive season was marked by much good spirit. The murder of a Greek in Peking by robbers is reported; the unfortunate man, who kept a bakery near the Legation quarter, being found with his head cut off in his house, which was deserted by his servants.

Jung Lu has been warned by his friends in Peking that his recent volte face in favour of foreigners is in no way deceiving the Foreign Ministers, who still mark a black cross against his name, and it is thought he would be advised to keep out of the way for a time yet. Ha-will therefore probably ask leave of absence and develop a convenient malady requiring change of scene.

The British ladies of Tientsin are prepar ing a smoking concert for the Tommies on Monday, next, and an attractive musical programme is being drawn up. We hope that the guests will in the main be pleased, but it is too much to expect that complete satisfaction will be felt, as some of Tommy's admirers are already complaining that the spread should have been a dinner, not tea- The Magistrate at Paotingfa has issued the following regulations for that City in connec tion with the Court's return.

"As the Court is expected to arrive here in a few days all people must take note of the following rules-

. All parts of the city must be properly guarded and a responsible inspector placed in. charge of each division, and all suspicious persons must be at once arrested.

2. No one must be in the streets after dark, 3. No one will be allowed in the streets after. dark without a lantern, and then only if on urgent business;

4. Owners of all houses and shops'must keep. the fronts of their houses clean and the road swept in those, streets where the Court will pass. All doors must be kept closed while the procession passes, and only persons wearing official dress, or aged persons will be allowed to gaze on the procession, and no crowds must block the streets.

5. No one must'fire crackers or sound gongs during the Court's stay.

6. Great care must be taken to aviod fire,

and kongs of clean water in case of fire must be prepared five days before the arrival of the Court.

****7. All persons creating noise" near the royal- pavilions will be prosecuted.

8. No one will be permitted to pass the gates of the City at night without a perinit.”

The Court reached Shin Tai Hsien on the zóth,

TIENTSIN, December 27th. Russia's arguments in favour of retaining Manchuria are, thus summarized in the local native paper, and if not precisely new, at least serve to show what is being circulated amongst Chinese readers.
