THE HONGKONG TELEGRAPH, FRIDAY, JANUARY 10, 11902.
one from or another has reached England so often that little importance attaches to it on this occasion; but the successes' of.. Dawkins, Sampson, Bruce Hamilton and others have given · rise to expressions of sober rejoicing, while the optimistic folk are again 'arranging for Batha to be "surrounded and captured."
The introduction of
་
THE PERMIT SYSTEM, even at this late date, is a good and sensible move of which the public only realized the full advantage' when it read the furious outburst of disappointed spleen in the 'dily News, Why so manifest a precaution was not taken two years ago, no one outside of a lunatic `nsylum, except of course the War Office, can possibly imagine. The reinforcements-which the onemy has undoubtedly receivest from Europe and America would have been greatly diminished, and the thousands of undesirable and destitute immigrants, which a staff officer tells me had simply poured into the country, would have been kept out, to the great advantage of our un fortunate loyal refugees, and the simplification of the military task in hand. Perhaps the most convincing, because the nearest, proof of the imperative need of some restriction on im
But Mr. Barton, whose tenure «f'office has been marked by a continual submission to popular, clamour, yielded at once when the "White Australia" party of the Southern tates | demaudied the abolition of Kanaka-labour, as a pendent to the prohibition of coloured im migrants, and his surretider means the ruin of Queensland's simple industry: Practically the whole tropical istric's of this colony are devoted to cane growing, and the cutting, and other heavy manual work of the planta tions is performed by the Pacific Islanders, whose labour is strictly controlled by govern ment. They live in assigned settlements, they arrive and depart under fixed contracts, the masters being compelled by law to return Buch immigrants to their own island on the ax-migration is provided by the hysterics of Miss pination of the term for which they engaged. Not a single union of Kanaka and white has occurred to-laint racial purity, although the Polynesian, Having no standard of morality whatever, has intermixed freely with other coloured races. Since however, Chinese and Cingalese immigration is now ended, that danger would cease to exist in a few years. Moreover, even if the planters .could pay the high wages demanded by whites which they could not experience has proved that only natives can, in that tropical climate, perform the severe labour incidental to the industry,
without completely breaking down in health. The loss of Kanaka labour therefore means the ruin of the plantations; which in the opinion of men not without title to express their convictions, may mean the revolt of Queens. land, and disaster to the Commonwealth Even though this view may be exaggerated no one who knows Australia from personal
experience can fail to be anxious as to the result of the rash legislation, into which she has no heedlessly plunged.
The court-martial on
THE SALMON" DISASTER began yesterday. It seems likely to be estab lished that no one on board the ill-fated des- troyer
was to blame for the mishap. It is to be hoped that in the course of the trial the name of the gallant blue jacket, who, at the imminent risk of his own life, descended into the atoke hold of the sinking vesse! and from that inferno of scalding steam rescued two comrades, may transpire. Up to the present, though naval people mate the courage of the unknw hero at its true value, no official recognition has been suggested, and two or three lines in a single paper is the sole public allusion which I have
come across.
What to believe and what to attribute to malicious imagination of the painful reports now current respecting
THE DUTCH COURT,
it is very difficult to decide, and I cannot take responsibility for the truth of any part of the story beyond saying that the Dutch people appear to accept as correct at least a consider able part of the scandal, and that in London only one newspaper of repute is disposed to deny the authenticity of the telegrams.
It appears then, that Prince Henry privately quarrelled with the Queen over money matters and was subsequently rude to her at dinner when other people were present. Two of her equerrica or nides-de-camp challenged the Prince and fought him during the evening. His Royal Highness was, in both duels the victor, and wounded one of his opponents Captain on Tells severely. The whole incident, or series of incidents, 'was yesterday pronounced without foundation by the Chan berlain. This morning
CAPTAIN VON TETTS DIED.
The original scene is said to have brought on the Queen's premature illness, and the fact is not to be denied that when Her Majesty's condition was serious, Prince Henry was away on a hunting expedition in Germany, from
Hobhouse, of which trention was made in a previous letter. The latest phase in the Indy's vaticinations, is the threat of legal proceedings -for "assault and false imprisonment "- against Lord Milner, Lord Kitchener, and Colonel Cooper, commanding at Capetown.

There is a recurrence of the rumours of LORD ROBERTS' APPROACHING RESIGNATION, which however, I am personally, though per-1973) haps wrongly, inclined to connect with the great demonstration in favour of General Buller, which took place in Hyde Park last Sunday. Sir Redyers had the previous evening presided at the Devonian dinner, when, notwithstanding pugnacious speech by Lord Morkhouse, and the mingled sympathy and enthusiasm evinced towards himself hy the whole large assembly, he declined to be drawn into any discussion respecting his supersession. The General only alluded to the subject to observe with quiet dignity that considerations of discipline pre- cluded him from making any statement. The gallant officer turned away from the personal aspect of the war to commend anew to the admiration, the respect. and the unstinted sympathy of all Britons, bose maligned, magai- ficent sons of our mce, of whom in the day of his direst defeat Sir Redvers cabled home

Ladders and fire escapes were flung down as soon as fixed, and the Governor would not allow any warder to risk his life by ascending, seeing that the convict promised to kill anyone who approached. An enormous crowd watched the proceedings from the street, and these people dubbed the prisoner "De. Wet "— a listening sub-editor did the rest.
The end was prosaic, the convict, after an exposure of 36 hours, yielded to the temptation of a plate of roast beef and descended!

MURDER.
The Bangkok Times (27th Dec.) says:-A stabbing affair, unfortunately with fatal termi. nation, occurred last night at a house situated in the short street off New-road, opposite H. B. M. Legation. It is said that at about 9 o'clock some men from the'Daphne and a youth named Mr. Fat O'Donoghue went to the house there occupied by Mr. Labailiff, and after some con- versation one of the sailors is said to have made straight for M. Falameiri who was in the house at the time and to have stabbed him in the chest just over the heart. The sailor then ran out of the house, followed by the other inmates. It was then seen that there were in all about four sailors. The injured mat ran
