On Wednesday, St. Bartholomew's Hospital received and installed its new President with all possible enthusiast. The Prince, who suc ceeds his father in that office, alluded in feel- ing terms to the thirty-four years connec tion which has existed between flis Majesty and the Hosplint, and complimented the gov erning body on the efficiency of the work which the institution is doing among the sick and suffering of London. The Prince has by no means the fluency and happiness of speech which distinguishes his royal father, but he is endowed with considerable facility; and a clear well-modulated voice, most pleasant to listen to. On this particular occasion, the simplicity in language and delivery, coupled with extreme brevity suggested to me that the address was
unprepared, but whether that were so or not, the medical students provided a punctuation of rousing cheers, which would have made studied speech extremely difficult. The Prince looked well, decidedly stronger than on the day when he entered London in semi-state. This little ceremony was, however, but the curtain lifter to the gorgeous Guildhall reception on Thursday, when the Prince and Princess passed in procession from Marlborough House to the City to take lunch with the Lord Mayor. The Royal carriage was escorted by Life Guards, and the route kept by Cavalry, Mounted Gua hers, and 'Foot Guard.
The streets were gaily decorated and larse crowds greeted the Prince and Princess with much enthusiasm. Conspicuous among the thousand of whites a detachment of

occupied a prominent corner in King Street and dressing up to attention as the corlege passed, received a specially gracious salute from the English Sailor Prince.
When the Prince of Wales rose to respond to the toast of the Royal Family, a perfect-roar of cheers went the round of the guests, His Royal Highness remaining standing for several minutes before.it was possible for him to begir his speech. After a very graceful acknowledge- ment of his reception, both within and withou: the Guildhall, the Prince alluded with much enthusiasm to the loyalty, the beauty, and the hospitality of the Colonies and then very briefly related the leading incidents of their tour. Mr Chamberlain replied to the toast of Prosperity

The first plan works conveniently so long as peace is maintained, but the moment we fall the danger is obvious, for no nation would aut, perhaps by compulsion of the other party, tackle us singly-it would mean a Continental combination against us. Germany would not allow the Dual Alliance to be defeated by England; at the first gleam of victory, she would join her forces with the enemy in order to com. LEVER pass the destruction of our Navy, of which she is jealous. If we were defeated by Rustja and France, Germany would be well content to resp the commercial spoils without weakening herself by a conflict--but the effect would be REPA the same.
ALLIANCE WITH GERMANY' appears to be impossible owing to the hatred of England, which has sprung up of recent years in the Fatherland, till at the present time without doubt, Cermany is our bitterest enemy among the "friendly" nations of Europe, More. over we have nothing to give Germany which she wants, neither has ahe aught to offer us that we desire, so that mutual advantage seems out of the question. Moreover Count von Balow's reading of the Anglo-German Agreement makes, future_Conventions a little hazardous, _In_a_word, Germany_dont_not_particularly desire our friendship, she values that of other nations more highly, because mora advantage thereby accrues to her. Wherefore qur alter native policies are really two in number only, At any rate in the opinion of the Fortnightly writer.
