OUR LONDON LETTER.'
| during the last two years, but admits of little
ather criticisin
५
The foreign comments are chiefly devoted to the expression of a, pious belief, that Lord Salisbury desired to do away with the effect which Mr. Chamberlain's bellicose speeches in Scotland, produced on the Continent.
While on the subject of foreign journalism, the change in the
LANGUAGE OF THE GERMAN NEWSPAPERS on the morrow of the French occupation of Mitylene deserves mention. They had antici pated an outburst of British alarm and an. noyance, and the absence of any such demons- tration immediately suggested the idea that there was something in the rumoured English
·lesire for a closer rapprochement with France and Russia. All the leading Testonic papers at cpce published articles, deprecating the fierce and unreasoning Anglophobia, which has recently disgraced the German Press. England the friend of France and Russia would indeed be a bitter pill for our detractors in Central Europe.
Sir H. Campbell-Bannerrian, Mr. Morley, and Mr. Winston Churchill have all been making speeches according to their individual wont. A few persons can now be found to as- sert that Sir Denry has made up his mind upon the South African question, but I mention the rumour with every reservation: So far as 1 personally understand his reported addresses. I infer that he is merely enjoying a short period of rest upon the Pro-Boer side, before resuming his seat on the fence for the next Parlinimentary session.
MR. MORLEY'S CONVICTIONS respecting British turpitude, which have at least the merit of honesty and consistency, are too familiar to call for mention, but his four-column speech was so neatly summed-up in eleven linss of print by Lord Salisbury that one is reminded of the fact that, as Lord Robert Cecil, the Premier was once a successful journalist. "I son that Mr. Morley, with a vast accumulation of historic: knowledge at his diposal, is yet of the opinion that the difficulties of the present time can be solved by His Majesty changing his advisers: and without consulting Parliament; and that: if he did that, there would be provided in our
one virtue-that they were pliant. I do not envy the ministry, over which Mr. Morley shall preside under these conditions.” -

(From our own Correspondent.)
LONDON, November 14th.. LORD MAYOR'S DAY appears to be losing no part of its grip upon the residents of Landan, although the class of persons which now rejaices over the time-place, ministers, who at least would have this: honoured function, differs somewhat from that which filled the windows along the line of route six or eight years ago. The Show last Saturday was said to be the best witnessed for several years-the triumphal and historical cars being quite free from the 'tawdry finery with which they are usually resplendent. In deed the Commonwealth car, representing Federated Australia, was so good that the spectators recognized the allegory without reference to the official programme--a surely unique occurrence The Deal Lifeboat car obtained the heartiest, reception accorded to anything in the procession. The street crowd was far smaller than usual, owing perhaps, to a surfeit of pageants, during the last few months.
Ma, WINSTON CHURCHILL'S BREEZY SPEECH last night, the sentence that undoubterly attracts most attention is the following sur prising admission "Even I cannot bri ex- pected to speak at any length on a subject of which I have necessarily no practical knor vledge whatever." Mr. Churchill is a man of real ability, albeit endowed with an excess of that youthful quality, yclept Bumptiousness: and when the flight of time has introducell him to other men of brain-power equal to that of Winston Churchill, he may confidently be ex pected to do some good work for the country.
