To know that these at home were watching with enger interest, was the greatest stimulus possible to a used up soldier. THE BULLER CASE*

still, to a certain extent, fills the public eye, and the publication curly this week of what purports to be the real heliogram sent to Sir George White after Colenso, has caused a renewal of the demand for an official publica tion of the whole series of messages, which it is stated the Government will not be strong enough to resist, one Parliament has reassembled. The Nationul Reviem, it will be rombered stated on the authority of "a civilian" is the wording was as follows:

change. Mr. Chang is said to speak English, and to have served for a time in Portland-place, but these advantages from our point of view may be disqualifications from the Chinese, for they are opt to regard such of their countrymen NOTICE as possess them as already half-Europeans, and to consider their recommendations as unpatrio- tic. On the other hand he is an official of small rank and no family importance. If he comes here it is certain that his representations will never carry any weight with his masters in China. They will not listen to him, and, for all practical gord the Chinese Legation in London might just as well be abolished.

LORD BRASSEY'S VIEWS,

Dr. Miller Maquire, the well-known.army coach, has now published a copy of the real heliogram, which he states to have been in his possession for some time, although when it was first handed to him he did not crasider it of any special value. Dr. Maquite while he has signed his name to his public statement, has not made known the means by which he became possessed of the information. Here is his version

"I have failed, not able to try again without siege operations taking a month. Can you held out so long?. Inol] suggest your firing away as much ammunition as possible, finally making the best terms. If you have any other alternative to suggest, I can remain where am as long as you like"...

Dr. Maquire states that this is not the full message which consisted of 150 words, but that it conveys the sense of the whole.

In the circumstances of the hour, our strength in Chinese waters is a question rather for the Cabinet than the Admiralty. It has been deemed necessary, in deference to political con siderations, to bring up the British naval force to a level, approximately, with the combined strength of France and Russia. Influence with European Powers, in so far as it rests on armed Several papers formerly against General forces, depends in a great degree, if not mainly, Buller now admit that if this version be correct, on the strength near home. In late negotis he is fully vindicated from the charge of re- tions France, with only one second-class iron- commending the surrender of Ladysmith. The clad on the China Station, and the United States, signed statement of an honourable man.such with no battleship in those waters, have spoken as Dr. Maquire is everywhere recognized to with as much authority as Great Britain, be, naturally carries far more weight than the although nur flag was shown on five battleships, anonymous assertions of the Times and of the most powerful type. Having a con- National Review correspondents, but Dr. tinuous.chain of fortificil coaling stations, it is Maquire's version must necessarily be second-the less necessary in time of peace to weaken hand, and therefore that portion of the put lie which desires to be impartial, feels. of the full text that nothing short -guaranteed by the Government as correct, can really bring the question to rest.

Sir Redvers and Lady Audrey Buller arrived at their private home in Devon on Tuesday, and were received everywhere en route, with the greatest enthusiasm. A movement is now on foot to establish some public memorial of the great services which the Generat has rendered his country,

the British fleets in the Mediterranean and on the home station. The ships of foreign Powers are largely dependent on facilities only obtain- able in British ports. For our own ships those facilities would in all circumstances be availa ble. We have that exclusive advantage. Later on he says:-It chould shortly be possible to detach two or three of our best second-class cruisers from our large force in China to the Australian Squadron. As it has already been suggested, that squadron is a reserve for China. The French are making considerable reduction in their naval force in Chinese waters. Lord Brassey's letter, which practically advocates the is beginning to caure anxiety, the Press and reduction of our naval establishment on foreign general public showing a greatly divided mind stations, especially the North American, where we have only the friendly United States Navy on the subject. On the ane band it is urged that Russia and France are in league to bring to reckon with, has created a certain ferment aff some coup in that part of the world, and among naval men. Some are inclined to view that England must act with Germany and the proposals with approval, as enabling us to Austria for the maintenance of the status quo concentrate ships more in the Channel and the in the Mediterranean. On the other, it is Mediterranean, where they can be better exer. scarcely less strongly asserted that the symcised. One of the most telling paragraphs of pathies of Great Britain are entirely with France, whose Government has behaved in so friendly a manner throughout the Transvant trouble, and who is now merely vindicating the dignity of all western Europe in dealing strongly

THE CHINESE MINISTER IN

LONDON.

The Central News is informed by Sir Chih

Chen Loftagiuh, Chinese Minister in London, that he had had no communication as to the appointment of Mt. Chang Teyl as his successor. His Excellency says he applied to his Government for leave of absence on account of ill-health, and it had been granted him. He had, however, not yet received intimation as to the time of his departure, nor had he heard anything as to the appointment of a successor. Mr. Chang, was secretary to his Excellency up ill about a year ago, when he left for China. The reported nomination of Mr. Chang suggests the inquiry whether this appointment has been duly submitted for the approval of our Govern before announcement, femarks the Chro icle. Of late years the Chinese have selected their Envoys from a lower class than they did in the first years after they appointed Ministers and plenipotentiarios in Europe and America. Persons of no family or official stator, without. a academic degree, have been sent to represent China at the Courte of the leading rulers of the world.
