STORM IN A TEACUP.

STEALING RICE.
Kwok Gin retired for two months with hard labour after a charge against him being heard of stealing rice. The evidence was simply a repetition of the same old tale vir: the mere fact of carrying a boat load of rice exciting the cupidity of the master of the junk and he, thinking he can get away with a couple of bags is unable to resist the temptation.
USEFUL CHARGE.
P. S. McSwayed of Yaumati caused Sin Tai to be fined $15 for, unlawfully wasting water. If there was less wasted in the streets Kowloon side, there would be more available for the houses,

OUR LONDON LETTER.
(From our own Correspondent.)
LONDON, November 8th. For five days
THE FOO:FIEND."
has been upon us at hallworst, until the minds of men appear to have taken to themselves the hue of sombre drab which pervades the outer atmosphere, Lovers of statistics have announced in the daily press, weird figures dealing with
'THE 'STATE PROCESSION
on-Saturday last, London made brave preparations. The entire route was a blaze of colour, and the decorations, albeit of a stereotyped description, were very effective. Grosvenor Place and St. James Street were garlanded, both sides of the road from end to end, in addition to the usual flags and draperies, and at one or two points of van- tage-notably the St. George's Hospital-huge banners inscribed "Welcome Home," stood out boldly among the smaller efforts.
The crowd was large, and orderly, but the numbers were not to be compared with those | which thronged the streets at the reception of the C.I. Vs last year, or who assembled to watch the passing of the Great Queen on February 2nd. Shortly after eleven o'clock -- the last of the troops arrived on the line of route and formed up at three paces distance. Cross "streets were closed by mounted police and cavalry, and generally speaking the precautions taken struck the observant onlooker as 'more exaustive than has usually been the case at such festivities. Much remark was occasioned by the guarding of the railway track, after a..., method which recalled the care which sur- rounds the Czar when travelling in Russia, but which loyal England has never hitherto considered necessary.
Ал
In addition to police and military and
advance pilot cogine, every yard of the permanent way from Portsmouth to London was watched for two hours prior to the passage, of the royal train. An uneasy feeling existed among Londoners that the police had warning, of danger, though some people accepted the theory that extra precau- tions were taken in view of the fact that, for the first time, one train held the reigning Sovereign, his heir and all direct descendants, saving only the children of the Duke of Fife.
The travellers were timed to reach Victoria at one, but it was a few minutes earlier, that the first cannon shot of the salute fired in St
James' Park announced the arrival of the royal party short time was devoted to the recep tion of addresses and then up the slope by the Grosvenor the advance guard trotted, the band, playing the National Anthem. A roar of hearty cheers greeted the appearance of the first carriage containing the three generations in direct line-the King, his son, and Jittle Prince Edward of York, with Prince Charles of Denmark in the fourth place. The Duke of Cornwall, though very bronzed, looked far from strong. I could not but notice how sunken were his cheeks, and how much thinner he seemed altogether than when he started on the Colonial tour. His colouring too, though brighter than of yore. was not that healthy red, characteristic of the Englishman who spends much time out o doors. In a word the appearance of His Royal Highness went far to confirm the spin- ion which certainly exists in Court circles, that his-bealth is not altogether what might be wisbed. Both King and Duke seemed grati fied at the heartiness of their reception, and continually acknowledged the greetings of the people, Prince Edward, assisting at his first State functiuo, was evidently somewhat over- awed by his responsibilities, for his usually
merry little face wore an air or preternatural solemnity. The Queen, her two younger daughters and the Duchess of York occupied the second carriage. The latter looked ex- ceedingly well and was allt smiles to find herself once more ai home. No other mem- bers of the Royal Family were included in Duko and the, procession, although the Duchess of Connaught and their children, and the Duchess Argyle were all at Victoria. Station. The three younger children of the Duke of York drove, by a short route, to the Palace, and greatly enjoyed having a proces- sion all to themselves. They had a rousing
with well-satisfied dignity. reception, to which Prince Albert responded
Foreign papers discuss both the tour and the welcome home with sympathy for the royal couple, and appreciation of the demonstration of loyalty and cohesion throughout the Empire, to which it has bome witness.
It is possible that the title of Prince of Wales.
may be conferred on the Duke on the King's Birthday, which is to be kept en familie an Sandringham.
EMPIRE-BUILDING
was also the keynote of yesterday's demonstra. tion at the Imperial fastitate, when. Major, Gen. Baden-Powell was presented with tha Sword of Honour for which all Australia sub« scribed. The meeting was crowded, and a considerable number of people assembled out skis to give the popular har a cheer as he entered.
