The latest new from Afghanistan further con- firms the information of the Amir's death,. and, what is of the highest importance, seems. 'to indicate that the succession has passed to Habibullah without demonstration other than that of satisfaction. As has been pointed out, the next element in the drama is Russia. Will she remain quiet on her frontier, and, if she does not, what will be hersel object? A serious attempt at the invasion of India is out of the question, but that does not entirely preclude an attempt to improvė the Russian position on the Afghan-Russo frantier and lead to counter-moves on the British side which would result, whatever Their ultimate political outcome, in complications of 073) a highly costly and wholly undesirable nature The talk of an invasion of India at this moment is as ridiculops, notwithstanding our South African complications, as it always has been. Russia has not the smallest wish to enter inth a costly campaign, ever if she had-the financial. power. Colonel Hanna would give Russia the whole of Afghanistan in a theoret cal study of the pos sibility of invading India. He can argue his case with the Russians concentrating at Kabul,Buxton, L. and prove that the defence of the Indian frontier is a simple and certain military eper ation where all the advantages are still in the hands of the defenders. It is for this reason that he opposes the Forward Frontier policy. and the costly pursuit of that will-o'the-wisp, the "true scientific frontier." If the operations in South Africa have done anything it is to prove the soundness of rolonel Hanna's arguments and to fix the error of the perpetual shifting and advancing, leaving behind, as we did when Lord Lytton occe pied Quetta, the strongest frontier with which any land his ever been endowed and the one which lends itself most kindly to the farreach-Carter, Miss ing plans of the strategist and the swift and sudden movements of the tactician.

But the expert tells us that Great Britain is not alone lu her folly, and that Russia is bent on reducing the distance which exists between the frontiers. Krausse says in this respect; "Of the existence of this item in the Russian programme there cannot be the slightest ques tion. The acquisition of the Amir's territory by cession, conquest or friendly occupation has not only been recognised as the immediate aim of Russian policy, but has already been begun and the seizure of considerable tracts of Afghan territory was authorised by the Boundary Com mission of 188" The second condition is causing a rising amongst the Mahomedap population of Northern India and the third, the Occupation of Great Britain in a European war. The last of these conditions is filled by the oc cupation of our army in South Africa. But if this has weakened our power of placing a great army on the North-West Frontler, it has at least established our confidence in the defences of India and the possibility of keeping an invader back with greater case than was believed to be passible two years ago. The value of this opinion as to the aims of Russia. lies wholly. in its application to the present circumstances. The strong hand, the welder of the turbulent clans of Afghanistan, is removed, and Great Britain is occupied in a great wat. The question which arises is not, will Russia attempt the in vasion of India at this time, for, as we have stated, Russia is not prepared to fire a shot in support of such an enterprize, but will she attempt one. of those tosidious moves which so often baffle four diplomatists and which have been so highly successful in the past? Will she see in the present oncatenation of circumstances the opportunity the expert tells us she is in search of and put her foot over the border; only to hall withdraw it when the indications are clear that she must give way Advocate of India.
