Though we have improved the standard of municipal life in Scotland and England in recent years, there is still need for extreme care
in the selection of numbers of public bodies,

The debt of incal, authorities amounts to £315,000,000, and where such an enormous sum is being spent there is opportunity for illicit expenditure and even corruption.
The question of making a tunnel between Scotland and Ireland is mainly one of money. „Would' its influence in binding the people of Ireland in closer bonds to those of Great Britain justify a Government in providing the necessary eight millions?
These were the pints which formed the text of an interesting speech delivered by Lord Rosebery on the 25th of September at Stran raer, where he received the freedom of the borough at the hanils of the provost, Viscount Dalrymple.
Lord Rosebery, in returning thanks, ex- pressed particular satisfaction at Lord Dal- rymple's position, because he believed that nothing had been more useful in recent years than the ambition of members of the aristocracy to inke part in municipal work. It was a healthy sign as showing that they wished to perform their duty to the community at large it also raised-the standard of municipal life; and, what was most important, in his opinion, it was a guaranteq of municipal purity, It was not by legislation alone that the
standard of municipal life in Scotland and England had been raised. It had been raised because the standard of purity. in public. life had been maintained and bad-extended to all branches of public life.
Still they had constantly and vigilantly to watch and to guard that municipal purity, for. they were not safe.
