The first test is a new one, and will give teachers and man- agers the opportunity of varying the instruction given in accordance with the needs of the. locality. Hitherto little difference has been made between town and country schools, with the result that school work has too often been a thing apart from the ordinary life; of the child. Now, however, those respon- sible for the carrying on of the schools are to be encouraged to carve out their own schemes of instruction, and to experiment with a freedem hitherto unknown. The teachers "may, if they choose, deviate a little from the routine which has become a second nature, or they may introduce innovations both numerous and various" Similarly the inspectors are freed from the chains of examinations, and will judge of the success of the instruction by observation. of the habits of the children, and examination of the papers worked under the supervision of the teachers of the classes. It will, no doubt, be some time before teachers and managers will have the courge to break through the weight of custom; but the ultimate result of the new policy of elasticity cannot fail to be of the highest value, both in humanising the instruc tion given, and in bringing the school, into closer relation with the child's life and prospects.

The Sultan of Sulu has granted Prince Poniatowski (a French subject) a concession to develop the

The trial was here begún to-day of Corneris Broeksma, a Hollander, and formerly Public Prosecutor here, on the charges of breaking the oath of neutrality, treachery, and treason. The president of the Court was Colonel Bail, of the Welsh Regiment, The evidence con- sisted wholly of documents found in the house of the accused. It included a long printed pamphlet in Dutch for distribution among the Boers who are still fighting. The pamphlet recommends all Boers in the field to take an oath to continue shooting Englishmen as long as God gives them, breath. Two hundred copies of the pamphlet have been printed, and all but a very few have been distributed. The documents comprise letters to Dr. Leyds, under the name of Dr. Williamson, care of the American Consul. The Hague; and letters to. and from Dr. Krause baving direct reference to an organised campaign in England to in. fluence public opinion, Mr. Broeksma suggest-kow to Peking there runs a great high read, ing that Dr. Krause should communicate with the pro-Boer 'ress."
